  89. (ii) three hours covering state laws and rules applicable to private security;
  90. (iii) three hours covering the legal responsibilities of private security,

  92. (A) constitutional law;
  93. (B) search and seizure; and
  94. (C) other such topics;
  95. (iv) four hours of situational response evaluations, including:
  96. (A) protecting and securing crime or accident scenes;

  160. (a) basic firearms fundamentals and marksmanship;
  161. (b) demonstration and explanation of the difference between sight picture, sight
  162. alignment and trigger control; and
  163. (c) a recognized practical pistol course on which the applicant achieves a minimum
  164. score of 80% using regular and low light conditions.

  198. I'm thinking the vast majority of the Florida D or G license would apply, but some instruction on Utah laws would be needed. The other thing we need to look at is whether or not we need to go through a security training firm or if the training we provide for new hire is sufficient. One of the requirements for the licensing is having a manual, so I'm not sure if that is sufficient to satisfy the training requirements. Florida for instance there is a separate license to train security guards, but its not mentioned in the Utah requirements. Its fairly odd, but if we can make our new hire orientation the training class, the better.

With luck once the company starts we'll expand upon the contracts we get and eventually look at doing overseas operations, shipboard security, etc. We're hoping once we get going, the initial people we hire will be able to move up quickly. Pretty much for a 24 hour guard service we'd require 4.2 guards or more like three full time and two part time positions. The supervisor (Sergeant) position might or might not apply initially. Typically we'd be looking at a supervisor for every 8-15 guards depending upon distance between work sites or needs of the contract, etc. Eventually we'd be looking at a manager (Lieutenant) position once we have 8-10 supervisors. Once we're big enough we'd have dispatcher positions, sales, HR, training instructors, investigators, and more. The key to this is going to be having security officers that are intelligent, professional, and above all know tact and restraint. The one thing that will differentiate us from others out there are these traits. We don't need people who are trigger happy, overly confrontational, or what I call robo-cops (wanna be cops). These are the kind of things that get security officers in trouble and cause the agency to lose contracts, but these are all covered in the manual once we

  256. Hi all, just an update. Mr White and I discussed the armed position a little more today and I wanted to share the discussion with you as I incorporate this into the manual. We discussed security officer owned vs. company provided side arms for the armed position. We are going with security officer owned initially and might revisit this later on. The reason being is control of the firearm. If the security officer owns their own weapon, then they can take it home once they get off work instead of returning it to an armory at the end of their shift. This in turn will eliminate the officer having to check a weapon in and out daily and having to have another person supervise this activity. As such we will be requiring all officers to purchase their own weapon. Now, if someone can't afford a weapon, we'll supply one that will be paid for by the officer through payroll deductions over a period of time until paid off. Maybe $100 a month. Depending upon the state the type of firearm might be restricted to a few choices, however for our initial state of Utah there isn't much restriction. As a company policy the following will be the standard for armed guards (non-tactical).

  260. Ammunition - Ammo will consist of non-piecing frangible rounds, unless specified by the contract. The company will provide the initial rounds being three full magazines.
  261. Maintenance of weapons - Weapon inspections will be conducted quarterly.
  262. Qualifications - Conducted bi-annual with five shots from five, ten, and fifteen yards each. Quals will be based on grouping and points. An officer may make two attempts. Tactical quals will be different to include the rifle and shotgun.

  270. The only other update is we're doing a cost survey to determine what our competitors are charging and based on that compiled with other expenses setting our rates. This will determine the base pay for officers. For example if we charge $25 an hour, then the officer will likely get paid $10 and hour. Out of that remaining $15 you have to deduct $5 per hour for benefits and insurance, and another $5 for admin / management cost. This leaves $5 for the company to reinvest. This is low balling, but until we know what its all going to cost, we need to do surveys and make calculations based on this type of formula.

For instance a personal protection detail can charge let's say $100 per hour in which case we might pay the officer $50 per hour, or an event might pay $50 per hour and we pay the officer $20 - $25.

In the end we want to take in account the cost of benefits, liability insurance, Supervisor's pay, support pay (Senior Management / HR / Sales / Advertising / etc) and leave enough to re-invest in the company for better equipment, facilities and the things that get us the higher paying clients. At least that is the goal.

  299. We're working very hard on this. It's not all happening overnight, but it's getting closer, like a Sakura beginning to bloom, we can see a small hint of what is to come.

  304. WEAPONS AND FIREARMS
  305. Weapons are defined as any tool that is used to cause harm to another human being. This can be things like clubs, knives, swords, stun guns, Tasers, Asp, guns and so forth. An everyday item like a screw driver or flashlight could be a weapon as well if used against a person. For the purpose of this manual “Weapons and Firearms” will pertain sole to those authorized for carry by PSOs. These items will vary based upon post orders and classification of armed / unarmed for the PSO. For example a PSO might be authorized to carry pepper spray at one location, but not at another. It is vital the PSO reads the post orders to know what is authorized and what is not. Failure to do so is terms for disciplinary action, up to and including termination.

  314. FIREARMS
  315. Only certain brands and models of firearms are allowed for duty based on several factors to include primary duties, state laws, and post orders. Ammunition is also designated. Use of any firearms other than those listed will result in termination. The PSO will have to purchase the appropriate firearm as one won’t be provided by the company, however if the PSO can’t afford a firearm at start of employment, then the company will provide one and deduct the cost of the firearm over a set period of time until paid in full and the PSO will have to sign a contract. Termination prior to the firearm being paid for will result in one of two outcomes; either the PSO purchases the gun or returns it to the company minus a 40% use fee. Failure to do either will result in legal action and the notification of the appropriate authorities. The purpose of a PSO owned weapon is to reduce the amount of time a PSO would take to check a firearm in and out on a daily basis, it is easier on the PSO and more cost effective for the company. In the case of rifles and shotguns, these firearms or “long arms” will be issued by the company. Long arms will be maintained at the site or issued through the armory at the beginning of each shift and returned at the end of the shift. Long arms might also be kept in a weapons locker on the work site for specific circumstances as defined in post orders. All firearms will be inspected by the assigned armored prior to initial use and annually. All PSOs carrying firearms must be properly licensed and qualify on an annual basis per the Security Guard Information Manual (SGIM), as set forth by the US. Department of Homeland Security.

  356. Qualifying will be conducted annually. Failure to qualify will result in removal of the PSO from armed duty for a period of 30 days, at which point a re-qualify will occur. Failure to re-qualify will result in a change from position from armed to unarmed with the appropriate reduction in pay or separation from employment. A PSO can try to qualify again following a failed re-qualify after 180 days.

  367. The SS190SC Is a HIGHLY EFFECTIVE Armor Piercing round, and as was unfortunately demonstrated at Ft. Hood, Tx. it is capible of defeating SAPI and ESAPI Armor at close range. All PSO who are issued SS190SC will be held to the highest standards and EACH round MUST be accounted for at each Guard Mount. These rounds are Restricted Import and we must obtain a special licence to obtain them.

  458. Hi Mr Red. I'm actually working on the emergency response section and if you'd like to do the CBRNE section, I'll wordsmith it if needed an add it to the manual. Here is an example of the manual so you can get an idea of how its written. If your uncomfortable with writing, just give me a some bullet points and I'll write it out.
  459. If a fire is reported to the PSO, their first response is to determine the severity of the fire. Determination should be made by information provided by the person reporting it or the personal observations of the PSO (ie. Seeing smoke and / or flames.). If the fire is a small trash can fire or other area that can be extinguished with minimal effort and the PSO is comfortable using a fire extinguisher to put it out, then he or she should do so. Once it has been fully extinguished, the PSO should notate it in their log and the cause. If the fire is larger the PSO should immediately activate the fire alarm system to evacuate the premises. The PSO’s job at this point is to assist personnel in the evacuation while it is safe to do so and provide direction at the rally point until emergency response arrives. Once the fire department arrives the PSO should follow the instructions of the fire fighters in any way possible. This includes providing floor plans for the facility and / or keys.

  705. The RPG has 2 fuzes to detonate the warhead. 1 is a Point Initating, Base Detonating (HEAT) pr PIPD (Point Detonating) HEF AP rocket.
  706. The SECOND fuse is a Chemical Trail which burns from the propellant to the warhead. This takes 4 to 5 seconds. It is intended to prevent UXO, AND functions as an Anti Aircraft Airburst. (Rocket will explode after 500 to 550 Meters)

  881. We are launching at that time to avoid having to pay the start up fees and then the renewal fees in a 5 month period.
  882. Under Utah Law, all companies and their personnel must re certify at the beginning of each even calendar year. There is no grace period. Even if we launch Dec 26th and pay all fees, we still have to pay them again. This is the reason for the delay.

Based on what I read, we can issue pretty much any firearm legally owned by any civilian, as long as the officer in possession is only armed while on duty in an official capacity for the company and can show a completion of training qualifications in that firearm. This includes shot guns and rifles.

I agree, water is the biggest thing I am running through roughly a 5 gallon jerry can per day and a half to two days, need to know what kind of bugs you can and cant eat, solar stills produce a decent amount of water as long as you have enough veg, you can post my shit, dig a few inches into the sand or dirt and its roughly 60 degrees cooler even in the sun and just need to know what axis the sun is on because north will change slightly due to the area, sometimes illum on nights is nonexistent so nightvision gear is a must, even thermals work ok. Good maps and compasses area needed and lots of water purification equipment

  1063. Instead of USMC issue sleeping gear look into snugpak gear, much smaller than the US issue, save on weight and does better on the stats. You can fit a blow up body mat, bivy sack and sleeping bag with blow up pillow in a small butt pack the sive of a fanny pack

Still got my 5.11 chest rig ready to grab at a moments notice, my SCAR needs to be re BZO'd, got my shorty 12ga breacher ready to go and either my Glock 40 or my .380 backup guns are ready to. I can put all that in my pelican case with all my mags, grab my go bag and be out the door in less than 10 minutes. Just need night vision gear or thermals if the company has any. I would be carrying 6 PMAGs with 5.56, 2 mags with either .40 or .45 ammo for either the Glock or 1911 and 1 mag for the .380 not including the mags that will be in the guns themselves.
