The video feed starts with sounds, in the scene, River can be seen with four ColSec officers and that is where the following unfolds after a text stating:

"Colony Security came to the Undercity to instigate issues and fight the locals. After a fight, this occurred. This is the Littlehorn Trading Company going up in flames. Viewer discretion 'is' advised."

[23:05] Novasi Mason: would go to kick at River's leg. Handcuffed or not, he would rev the chainsaw up... very close to River's neck. " Khoba. Torch the store. " he growled out.
[23:07] River: shifted and tried to lean back, being held and a chainsaw weapon at her neck. That's not he she really wanted to die. Though at least her body was healing again. This was good. Buy some time.
[23:09] Justin Farmer heads back to the gathering, in case he needs to start shooting again.
[23:10] River: oh and was kicked in the leg easily enough so either was hurt or went down?
[23:12] Khoba: turns a grim expression toward Novasi, but nods his head complacently. The gnoll takes a lighter from a belt pouch, holstering his pistol and going about gathering up flammable items in the store, piling them up against the walls and lighting them on fire. The fire would spread of its own accord if there were enough flammable objects along the walls. The splicer steps out afterward, tucking his lighter back into a belt pouch with the same grim expression, obvious that he took no joy in the destruction. "For the record, Sir, I'd like it to be known that I don't believe that was necessary.."
[23:14] Roxanne Stevenson breaks pursuit at the order to regroup. See what happened next she covered her mouth and ran back toward Novasi. "Sir. This is going a bit far don't you think?"
[23:15] Novasi Mason: grabbed River by the hair, pointing her head towards the flames. " I want you to watch it. " he growled. He looked up to Justin and Roxanne. " The two of you. I want this slime dragged up to a cell and booked." He looked up to Khoba. " I won't tolerate the presence of any residence or business that harbors dangerous criminals that assault officers. "
[23:17] Justin Farmer gives a nod, yawning deeply. He's too damned tired, it's really late for the poor Drevii.
[23:17] River: yelped as she was yanked about by her hair. Rather....confused as she blinked a few times " It's a very pretty fire? Isn't my place why would I care if it burns? All tha shit burning means I have more market share....." wincing as her side was still in agony after being stabbed and wait...her back too from that damn spear.
[23:18] Roxanne Stevenson nods as she cannot disobey a direct order.. "yes sir.." she slings her rifle and moves to take custody of River to transport her back topside.
[23:18] Justin Farmer helps Roxanne.
[23:23] River: certainly wasn't resisting so went along wherever she was taken. Being stabbed twice and shot, she was happy just to walk.
[23:24] Roxanne Stevenson transports the suspect. "You have the right to remain silent, anything you say can be used against you in an E-Gov court.." the list of rights continues to grow softer as she gets farther from Novasi and the others
[23:25] Novasi Mason: grunts. " Aight. All of you get a move on. Azra? Roxanne? Put her in a cell. "
[23:26] Azra with the fire breaking out in the building she'd turn around to approach the officers, most of the civilians already had the general concept 'get close get fried' locked into their minds ensuring the rift-raft kept their distance, sounding somewhat concerned, "Is-.. is everything alright? The slum assholes wouldn't back off. Wanted to fine at least three of'm for obstruction and near assault." she'd glance at the building, before following behind Roxanne.

The video proceeds to pan over to the burning shop and a couple of minutes later, firefighting drones emerged to put the fires out.

The feed cuts over to a hovering drone which eased inside and showed that not only had the shop been burned down; the apartment behind it, a residential apartment, had been burned out as well.
