something going on the NOC is looking into,
that user is a one off, he and his team should not move, so I escalated that, they do some special work and for security reasons they can not move to exchange online

there are a couple hundred accts we will keep on prem like that but he must have got missed as he has a dual role, talking to Mgt and the Server admins on his case.
