You're looking for the following minimum stats:
20+ Atk

Any natures apart from -SpAtk and -Atk ~ if -Speed must have 27 minimum IV speed

***If running -Speed, IVs of 27-30 are speed tied with Starmie so consider only taking these Charmanders with 24 or higher Sp.Def so you live two Water Pulses***
