A RACF Attribute or System Privilege can be assigned to a user or group profile. These attributes or system privileges describe the types administrative or security functions that the user or group can perform. In Windows these types of system privileges would be described as group policy privileges. In Linux these types of system privileges may be assigned by the sudo command.
