  2. Legal and Contractual issues also need to be considered in this feasibility study. Foremost, there could be contractual problems regarding auctions and tenders which certain members might not agree with or try exploiting. Auto Ex’s lawyers advise that exploitations of contracts is highly unlikely to occur as both parties have to agree to the terms before the contracts are valid, and if there were to be exploitation then the company wouldn’t be liable, but the members themselves would have to sort out their problems through the courts without involving the company to a great extent. Secondly, the system must provide information to certain standards which meet Australian accounting requirements and to the requirements of the Australian Tax Office for GST purposes. It is estimated that this will add 2- more person-weeks to the development process.

  4. Political Feasibility
  5. There are a few potential political problems which may arise on account of the system, certain franchises will need to be persuaded of the value of the Auto Ex system. The high turnover of staff should mean there will be minimal problems regarding this area. Additionally it is likely that the State Government is more likely to support the project due to it not being based on Open Source technology, due to the government policy preferring supported software, which results in some candidate systems being more beneficial than others which were previously outlined, e.g. the government would prefer a system based on Windows which is supported, rather than Linux which is open source.
