This has to be quickest reaction Flash has been shown to make. Probably why he's named Flash to begin with.
It's also interesting that even sloths falls into the trap of misinterpreting each other because of their low speed interactions. I guess this proves that at least their brain is operating at normal speed, it's just their body that can't keep up.

If their brain was slow, they wouldn't be able to react to have the menu placed infront of them.

It's really they are trapped in a slow ass body, but they understand and react to stuff kinda quickly.

Sounds kind of morbid when you put it like that. I bet sloths would be the first priority for exoskeleton technology
