- Warlord Origins
- 1: Bandit: This warlord graduated from the “University of Green Forest”, ie they started out murdering and robbing people, and gathered a horde of likeminded legbreakers. Examples include Zhang Zuolin.
- 2: Scholar: This warlord actually passed the civil exams before joining one of the many military cliques or proper academies. They tend to know more about governmental matters, and often bring in experts to manage their holdings. Examples include Wu Peifu.
- 3. Soldier: This warlord either ascended through the New Created Armies, or was a part of one of the many military cadres that existed in each province. They often have troops that they personally manage, treating their area more as a feeding ground for their army. Examples include Duan Qirui.
- 4. Zealot: This warlord’s path is an odd one; they had an epiphany that they are either a shining light that can bring an end to chaos, or they believe the world is ending and all must be saved. They are a religious leader whose troops are often able to resist “silver bullets”, making them a fairly difficult to push foe. Examples include Zhang Tianran if he sought physical power.
- 5. Politician: This warlord’s life was either steeped in an old academic society or came from one of the youth movements or parties suppressed as “subversive”. Often the most likely candidates who actually WANT to unify the state, they often have a more coherent voice, if a weaker army. Examples include Sun Yat-sen.
- 6: Wealth: This warlord started life as a richer person than most. Either they were landlords, mobsters, or businessmen before the Revolution. Regardless, they have an understanding of money and often have soldiers also resistant to “silver bullets”. Examples include Wellington Koo.
- Political Values
- 1 - 4: Self Interest: This warlord is like most of them; they are purely interested in maintaining their control and influence in their particular region. They don’t particularly care about its people, or even their men to a degree; it’s purely how they can keep power. They often tend to be the ones most likely to watch out for other warlords expanding in power as a result.
- 5 - 6: Three Principles: This warlord believes in the guidelines of Sanmin. They believe that there needs to be a unified government that is bound by the ideas of nationalism, democracy, and social welfare. Given that it is believed there needs to be a tutelage period before a proper Republic can form, these Warlords still often rule as dictators, but often encourage small scale local elections and try to improve lives.
- 7 - 8: Marxism: The writings of Marx has a strong appeal to people who were long used to abuses by corrupt landlords, mismanaged regions, famines, and strongmen ruining lives. Warlords who subscribe to this idea often believe that the workers need to rebel and crush the old corrupt society in order to form a new and better state that aids them.
- 9: New Model Thought: Proposed by the Model Governor, it is an attempt to fix what he saw as “ethical failings” in the state that led to its collapse. It combines a mixture of militarism, the doctrine of the mean (self-reflection, tolerance, and sincerity), socialist command economy, and futurism. Often just seen as a way to justify his power, it nonetheless holds appeal to more authoritarian warlords.
- 10: Confucian Civil State: Some warlords try to follow the ideals, if not the actions laid out by the Jade Marshall. A warlord who believes in using the Jade Marshall’s path believes that they must create a neoconfucianist state, the leader must care for and work for his people’s safety, but they must listen to the leader. They are dictators who do not brook any dissent, seeing it as a threat to the social harmony of the area.
- 11. Theocracy: This warlord has decided to proclaim themselves as divine and seek to rule a state where they are also the head of the religious order. While rare, this has happened in history before, with the Lamas to the west and the Heavenly Kingdom being the best known examples to the area. While vague, a Theocratic Warlord likely would devise an elective monarchy of a sort, though avoiding the Imperial connotations due to bad history.
- 12: Anarchism: This warlord believes that they are but the vanguard to creating a stateless society. This world view mainly comes from decades of Central Government mismanagement and the resulting warlords that dot the land. Their beliefs vary, but one of the big platforms is a radical reshuffling on family views and property.

- Army Size
- 1: 1,000 – 4,000. They are a minor warlord at best, and likely are just a subordinate of the actual warlord. They likely manage a few towns or a wide set of farmlands. They often would be considered the equivalent of a colonel.
- 2: 4,000 – 7,000. They are a minor warlord who likely is either a part of a clique (group of warlords bound by region), or a warlord. They manage a few towns and farmlands. They would be considered the equivalent of a brigadier general.
- 3: 7,000 – 14,000. They are a minor to moderate sized warlord who is either independent or a member of a clique. They manage a decent sized city, or a decent size of a province. They would be considered the equivalent of a major general.
- 4: 14,000 – 28,000: They are a moderate sized warlord who is independent or a part of one of the larger cliques. They have good influence throughout the province, and should the current warlord commanding it die, they have a decent chance of taking over. They would be considered the equivalent of a lieutenant general.
- 5: 28,000 – 49,000. They are a moderate sized warlord who is either independent or one of the major members of a clique. They may have full control over a province themselves, and are eyed often by rivals for being rather large. They would be considered the equivalent of a lieutenant general.
- 6: 49,000 – 70,000: They are a large warlord who likely heads their own clique. They often have control over at least one province and might have influence in other nearby ones. They are looked on with fear by other warlords, and must worry about being cut down via coalitions. They would be the equivalent of a general.
- 7: 70 – 140,000: They are an extremely large warlord who heads their own clique. They control at least two provinces on their own, and likely have subordinates in others. They are the main powerbrokers in the state, and often try to war with other Warlords of their size for their cliques influence in the government. They would hold the equivalent rank of a general.
- 8: 140,000+: They are one of the proclaimed governments. They hold one of the Capitals and likely have at least one Great Power recognizing them as the proper government. The other Warlords actively plot to try and find a way to destroy this clique’s accumulated power. They rightfully can claim a Field Marshall’s rank.
- Army Quality
- 1: Rabble. Power comes at the end of a gun, and this Warlord chose to arm any peasant, child, or bandit what they can find. A warlord’s army of this quality often have a mixture of guns of all types, lack heavy equipment, consistent uniforms, shoes, or scruples. They likely loot the citizens they are supposed to “protect” as much as they do enemies. Discipline is non-existent, soldiers might actually be chained to trenches, and officers often are just friends or family.
- 2: Poor. The average state of most Warlord troops. There is often some attempt to create a uniform of some sort, and some basic efforts are made to ensure units have guns with the same ammunition per unit. But these soldiers are still underpaid, underfed, and undermotivated. They are easy targets for a “silver bullet” or desertions. Officers at least have some experience in war, and there might even be attempts to ensure there is merit or the beginnings of an academy at the very least.
- 3: Underwhelming. Warlords with these troops are a cut above most. While still half-bandits at best, they often do listen to orders and can perform some drills. Weaponry remains all over the place, but it is modern at least. Some warlord troops on this level, like the Model Governor’s, can brag about having some heavy equipment too. A proper academy of some sort exists, but nepotism and corruption is strong. Most officers at least have training, but they don’t necessarily have skill or honesty.
- 4: Average. What is seen as average in foreign lands is a good unit in this broken land. They are all equipped to a basic standard, and are able to brag about having support equipment and decent pay. It’s actually difficult to lose units via simple bribery now. Officers still tend to be incompetent or corrupt, but they likely did learn from foreign instructors. Most warlord troops with this level can even brag about specialist corps.
- 5: Competent. These troops are extremely valuable to the Warlord; a smart one will not actually waste them on pointless assaults, since it is rare for units of this caliber to exist. They are good fighters that might actually have been personally trained to some degree by foreigners. Officers are also fairly competent, though corruption is still an issue with them.
- 6: Trained. These troops are likely veterans from the Rebellion, and their experience and talent is noted. They likely formed the nucleus of the New Created Armies of the hated Empire before their fall, and as a result are trained professionally by foreigners and are equipped with reliable foreign imports. Their officers are competent and more importantly not corrupt. They are the elites of this wartorn land, the best it can provide.
- Army Loyalty
- 1: Minimal. The army is beginning to fracture if it hasn’t already. Troops are deserting, rebelling, or just becoming bandits. This can be due to personal feuds between subordinates, the death of the original warlord, or poor performance or pay.
- 2: Wavering. The army is starting to show doubts about their leader’s ability. Soldiers and officers are starting to ignore orders or do their own thing. This can be due to poor performance, weak leadership, or a recent defeat.
- 3: Neutral. The army is listening to orders as best it can, if not trying too hard to follow them.
- 4: Loyal. The army is obedient and ready to follow its master. Officers are working together for the benefit of the group over themselves and “silver bullets” are less deadly.
- 5: Unwavering. The army is the iron fist of the warlord, and it is well tended. Soldiers and officers are resistant to bribes, and they believe in their leader and their force of will. This can be due to recent victories or an increase in benefits.
- 6: Fanatical. The army will stand or die for their leader. Unshakable, unbreakable, they wish to serve even in death.
- Territory Condition
- 1: Collapse. The region controlled by the warlord is in the middle of a financial collapse. Farms are burned, homes destroyed, and peasants are starving or turning to banditry to survive. Income for a Warlord is thin.
- 2: Poor. The region controlled by the warlord is backwards and poor. Subsistence farming is common, and town centers do not have access to many luxuries at all. Peasants are often hungry or out of work due to poor finances. This area has little to no industry.
- 3: Weak. The region controlled is fairly poor and backwards. Town centers might boast a radio per 250 people, and the wealthy might have gas or electric lights. Light crafts and industry is available, if limited.
- 4: Middling. The region is doing about as well as can be expected for a country in the middle of a collapse. Towns often have some electricity, the wealthy landowners may have a tractor, and limited crafts and industry are available as well as a weak banking sector.
- 5: Good. Despite the warlords, this area is doing fairly well. Due to investments by foreign companies as well as some decent rule, the area is fairly developed. It’s likely one of the cities, and elements like modern roads and limited plumbing are available.
- 6: Great. This area is profiting quite nicely. This is likely due to commodities trade, be it coal, iron, or salt. Either way, there is a lot of money to be made, and that isn’t even going into the opium trade.
- 7: Excellent. This area is one of the wealthiest in the country right now. Whether it was that way before the warlord took over or not, it is a major source of investment and money, and the warlord should do well to protect it from rivals.
- 8: New Model Province. This area is one of the few areas that can produce modern luxuries or foreign goods. People flock here just for a chance to have rice, soy, and a place to sleep due to the availability of jobs.
- Civilian Compliance
- 1: Minimal. The citizens despise the warlord and seek ways to be free from them.
- 2: Wavering. The citizens dislike the current warlord, and only do what is demanded, and not what is asked.
- 3: Neutral. The citizens mildly support the warlord, and likely do so of their own will rather than out of fear.
- 4: Loyal. The citizens support the warlord and willingly sign up for their armies or for their tasks.
- 5: Unwavering. Citizens will actively fight against encroachment by other warlords by forming Citizens’ Armies when needed.
- 6: Fanatical. Citizens will happily fight to the death in anyway to make sure their leader survives.
- Corruption
- 1: Hideous. This warlord is so corrupt they are used as an example of why the state is a failure. Embezzlement, human trafficking, drug trafficking, slavery… the list goes on.
- 2: Severe. This warlord is more corrupt than most. They intentionally make sure that most of the profits from their slice of land goes to themselves and friends, and also turn a blind eye to most crimes to get what they want.
- 3: Moderate. This warlord is noticeably corrupt. Friends, family, and favorites are lavishly rewarded, and bribery is very common under them. Attempts to deal with crime are ignored, and often the reporter is threatened.
- 4: Mild. This warlord is about average when it comes to managing their government. Bribery, nepotism, intimidation are all widespread, but at least some lip service about keeping order exists.
- 5: Tolerable. This warlord at least tries to be a leader of people as well as of an army. An attempt to examine or control officials exists, albeit they’re still easily bribed. Drug trade is pretty common too, but at least the money is going somewhere that isn’t the warlord’s property.
- 6: Modest. This warlord is squeaky clean by our country’s standards. They’re hard to bribe, their cronies actually try to do their job, and they seem to even believe in what they preach… to a degree.
- 7: Able. By the standards of a modern society, this warlord would just be average. By our country’s standards, they are a modern day Cicero. Allotments are allowed to buy power, but they work to create a functioning state… even if it is for themselves.
- 8: Clean. Noted throughout the area as a positive force, this warlord actually prefers merit over bonds, and actually disdains easy sources of money. Folly perhaps in these times, but admirable.
- 9: Gallant. This warlord is an impressive voice of reform and good governance. They despise nepotism and use their gained money to ensure the people they rule are given the services they need.
- 10: Virtuous. A modern Kong Fuzi, this warlord actively fights against corruption of any type. They have gone as far as abandoning their own ties if they prove too iniquitous. A true beacon in these dire times.
- Specialty
- 1: Historic Capital. This warlord controls part of or one of our state’s historical capitals; this gives them a good amount of leverage in the greater region.
- 2: Modern Arsenal. This warlord controls one of the few arsenals that can produce modern weaponry and equipment for their troops.
- 3: Military Academy. This warlord has access to one of the great military academies in the nation, allowing them access to a higher grade of officer than usual.
- 4: Foreign Relations. This warlord has favors or connections with a Great Power, giving them an in to gaining equipment, recognition, or funding.
- 5: Farmlands. This warlord controls a major food growing region, which allows them to hold others hostage and ensures their people and men do not starve.
- 6: Mining Complex. This warlord controls one of the many mining complexes in the country. They profit off of the income.
- 7: Armored Trains. This warlord actually has a decent amount of armored trains they can use. This means they can be used to ship important goods or be used during an offensive.
- 8: Mystic Academy. This warlord controls one of the many mountain temples or scholarly centers, giving them access to more casters than usual.
- 9: Military Mission. This warlord has received a small military mission from a Great Power to train their army with modern methods. Their soldiers likely are more disciplined.
- 10: Crime Ties. This warlord is connected with the Green Gang, Triad, or another organized crime syndicate. They gain a cut of their profits in exchange for protecting them.
- 11: Opium Trade. This warlord sits on or grows a lot of opioids, which gives them an in to the richest trade in the nation.
- 12: Secret Societies. This warlord either is a member of or created a secret society. They can use them as an information network.
- 13: Overseas Citizens. This warlord can use the collective brainpower of our nation’s emigrants to make up for shortfalls in homegrown talent.
- 14: Air Force. This warlord actually commands a small and private airforce, giving their army a lot of influence and power.
- 15: Navy: This warlord actually commands a small private navy, be it riverine boats or actual blue water ships, giving them a lot of influence and power.
- 16: New Model Army. This warlord has a small portion of their army (~10%) equipped and able to fight on the same level as a modern nation, giving their army a strong boost.
- 17: Banking Sector. This warlord has control of enough banks that they can “borrow” from them, or alternatively have enough power in the area their own unofficial currency is accepted by the population. Regardless, they have a money store.
- 18: Maintenance. This warlord actually has the facilities and the desire to maintain and repair equipment, meaning they don’t need to import as often or rely on local items that are worse in quality and in reliability.
- 19: International Recognition. This warlord has been recognized as either the head of or a minister of a government by at least one Great Power, giving them much prestige and influence.
