What you are applying for: Rasengan

Why you want it: To eventually develop the Rasenshuriken (probably) and usher in true name for The Crimson Rose.

Development: Ozai had taken up actively training with Ryn amidst his own meditative journey to combine his medical cherry blossom with his Fuuton and in doing so he'd be able to understand and achieve and understanding of the basics of rasengan from scrolls he got from completing the organization mission to defend the bridge. In contemplating and using his abilities of hard work and dedication the younger man would teach it to himself and eventually evolve the S-Rank jutsu to new heights. Day in and out he would be able to apply it in various dangerous situations aiding in the battles over the land.

Starting on elements, then working into the size and power of his jutsu he'd be able to expand further creating another innovation to add to this versatile and awe inspiring technique.

(-) Fought and lost to Muramasa but won their rematch and proved the potential within his ideals.
