  1. Human Village => Federation. Standard Type A organization of human-colonized planets and anybody who's willing to put up with human bs

  3. Reimu => Granddaughter of a legendary space heroine, Mireimu Hakuei. Would prefer to not take up the family business, but gotta strap on the family hoverbelt and ray gun and save the world every once in a while to get people to visit the Hakueri Space Hero museum, her sole source of upkeep.

  5. Marisa => The dashing space pirate, stealing space dubloons as easily as she steals the hearts of space maidens. After a long war with Reimu, the Federation agreed to make her an official privateer, ensuring that she only plunders non-Federation planets.

  7. Scarlet Cluster => A section of space known for a prevalence of goldilocks planets and the fearsome warship of its owner, the Scarlet Devil Battlefortress. Its owner, the plasma feeder Remilia Scarlet, once attempted to use Red Nanotech to gain control of some of the Federation's planets.

Sakuya => Remilia's greatest minion, a mysterious, seemingly unaging young woman who can utilize the Ripper weapon system, which allows her to generate bladed projectiles and melee weapons at will by draining pure iron from nearby galactic bodies. Additionally, unbeknownst to most of the Federation, she can overclock the Ripper to move at speeds near instantaneous, defying the Federation's ideas about physics. Her abilities, power level and even her species is of great curiosity to the Federation, as she refuses any designation beyond 'maid', and theories connecting her to Eientei, the Conclave or the Labs abound.

  11. Flandre => Remilia's sister. After an incident in her youth, she was fitted with a cybernetically implemented AI companion that helps her function in society. When the Battlefortress is under attack, she can use that AI to plug into the Taboo weapons system, which is theoretically powerful enough to destroy anything short of a sun. Pity that it's very, very hard to aim.

  13. Prismriver Sisters => A living memorial to one of the major entertainment acts of the early Federation. The Prismrivers were a popular music group consisting of three sisters, with the fourth serving as the group's manager. During an early experimental spaceflight, a publicity stunt, their vessel went flying off-course into parts unknown. Devastated, the remaining sister spent most of their fortune on creating AIs that would perform and iterate on their music forever, loading those AI into a satellite, and launching it into orbit around Earth. As centuries passed and technology improved, the Prismrivers gained new life as holographic performers, staging concerts all over the Federation.

  15. Yuyuko => The name of a human explorer that disappeared in the mysterious Sakura Cluster near the beginning of humanity's exploration of the outer cosmos. About a decade ago, shifts in the output of numerous stars led to Reimu and Marisa discovering that Yuyuko had been absorbed by the hive-mind organism known as Saigyou, though she retained her sentience and can manipulate her biomechanisms to take a humanoid form. Since the incident that led to her discovery, she now uses the power of the Saigyou to create garden worlds, though few from the Federation dare to venture there

  17. Youmu=> Ace pilot of the Konpaku flight/combat suit. Once an avid explorer of the far reaches, she crash landed near the Sakura Cluster and was taken in by the Saigyou for recuperation. While she rejected absorption into the hivemind, the healing process gave her the ability to control a small portion of the hivemind that she's named Myon. She works for Yuyuko now, defending the Sakura Cluster and helping to maintain the garden planets.

  19. Yukari => An incredibly powerful extra-dimensional being whose tech or natural abilities are so far beyond human comprehension that she's basically a god. Methodically erases all evidence of her existence from Federation databanks. Reimu's best friend, whether she likes it or not.

  21. Lorelei => A planet of bird-like humanoids known for their relative friendliness with the Federation and their beautiful songs. This is a side-effect of their culture, as they traditionally send out transmissions of songs into outer space to commemorate holidays, which threw off early navigation equipment and unintentionally led human pilots to visit the planet. Luckily, the Sparrowans, while occasionally brash and arrogant, are enamored with the effect their cultural songs have on humans, with one named Mystia travelling to the Federation to become a popular music star and restaurant owner

  23. Eientei => A society of bunny-like humanoids that live in a Dyson sphere on the edges of explored space. Possess incredible technology that outpaces the Federation in several ways. Once altered the rotation of every single star in the Milky Way to hide the galaxy's magnetic presence from some ancestral foe that lurks in Andromeda. Ruled by Eirin, who is, by all appearances, human but unaging, and an AI-controlled robot, K4GUYA, whose power core is supposedly inexhaustible and indestructible. They occasionally send medical supplies to the Federation, only slightly superior to what they've developed so far, saving all other supplies in case of an invasion.

  25. M0K0U => An AI-controlled robot with similar specs to K4GUYA. Incredibly old, and occasionally willing to talk about it to human researchers. When brought within 5 clicks of K4GUYA, she will go into a battle mode, as will K4GUYA, and they will fight until separated or one of them is damaged to the point of temporary immobilization. In either case, nanomachines will reconstruct their bodies at alarming speeds. Notably, neither robot knows why they have a mutual kill subroutine, though they both faintly recall some civilization in the past where they both originated. An impossibly old civilization that, somehow, is still younger than Eientei.

  27. The Yamaxanadu Conclave => A powerful intergalactic organization dedicated to monitoring the development of life. Bound by an organization-wide religious oath to not interfere unless a galactic civilization is at risk. The Milky Way's attendant, Eiki Shiki, interferes a bit more than most of her kind, occasionally giving lectures to heads of state, army generals and anyone who seems too big for their britches. Still, as far as the Federation's history goes, she has only used the full breadth of her power on two occasions: The Abiogenesis Crisis, when one of the Conclave's life monitoring robots, K0M4CH1, malfunctioned and started causing life to bloom from formerly barren asteroids, and once, long ago, when the encroaching oni threatened to destroy not only the Milky Way, but a good chunk of the universe.

  29. The Yama System => Formerly one of the strongholds of the Oni civilization, it has since been claimed by the Kappas and the Tengus, who profit off of the abandoned Oni tech. Recently home to Moriya Labs.

  31. The Kappa => A turtle-like species that dwells in the Yama System. Most Fed civilians know them for their species' overwhelmingly positive reaction to cucumbers, hoarded as a delicacy by their entire planet and occasionally used to make a party drug by younger members. They are also a naturally aquatic species, requiring cumbersome suits to go on land. However, besides Eientei, their technological prowess is unmatched in the Milky Way, and the Federation government gives them a wide berth because of that.

  33. The Tengu Raiders => A conglomeration of species who have banded together to unify power, with generations of cooperation and occasional interbreeding resulting in unusual genetic similarity. While they all claim the name 'Tengu' for their species, the Federation has classified them further, and refers to the two species that Federation civilians see most often as 'Crow' and 'Wolf'. The former tend to infiltrate human information centers, asking questions, hacking databases and gathering information any way they can. The latter are skilled defensive combatants, protecting their part of the Yama System with incredible strategy and skill. One Wolf commander is famous for conducting a space battle while playing a game of chess, winning both.

  35. Moriya Labs => A famous research division of the Federation that went rogue a couple of years ago. Took up residence in the Yama System to use abandoned Oni technology for a devious experiment. All sentient beings radiate energy through their thoughts, with entire civilizations radiating their cultural values and beliefs, and that energy can be harnessed to produce, among other things, lasers. This technology was first tested by drawing from the energies of long-dead galaxies, recreating representations of their civilizations in human form. After moving to the Yama System, they struggled to defend their research facilities from the Tengu and the Kappa, with a peace eventually negotiated by the Space Hero and the Privateer. Since then, they've been experimenting with gestalt energy in other, less overt ways.

  37. Sanae => A product of Moriya Labs. Gestalt technology's most viable use at this point is drawing from the thought waves of dead galaxies and combining them with humans to form sapient beings. The two full successes imbued High Administrator Yasaka and Head Scientist Moriya with great powers drawn from the dreams of the dead. When they tried to test that process with the Federation's thought waves with their daughter, she ended up with powers mimicking those of the Federation's greatest hero: Mireimu Hakurei. She now spends her time as a Miraculous Space Hero, and takes pleasure in the glory of heroism. The fact that she's implicitly manipulating the culture of the Federation to boost her own power helps a lot though. Reimu is notably not impressed.

  39. Hellzone => The original system of the Oni, a technologically advanced warloving culture that disappeared before the creation of the Federation. Only accessible by current technology through an abandoned webway port in the Yama System. While a handful of oni still exist in the heavily bombed, somewhat irradiated solar system, they lack their predecessors' overwhelming technological advantage and spend most of their time fighting for dominance with the various species that have taken up residence there.

  41. The Mizuhashi Defense System => A security VI designed to defend the webway from interlopers. After centuries of guarding an abandoned path, the system became sentient, and now attacks most travelers, envious of the full lives they are able to lead.
  42.  
  43. Yuugi Hoshiguma => One of the two remaining oni, to the Federation's knowledge, and one of the most powerful among their kind. While she lacks the technological prowess that her species was known for, she makes up for it with an absurd level of strength, and she rules the largest planet in Hellzone by virtue of strength and not much else. Luckily for the Federation, she has no plans to regain her people's territory, and is more than satisfied with spending her days getting drunk.
  44.  
  45. Clan Satori => The faction in charge of the network of abandoned space stations that circle around Hellzone's red giant of a sun. The clan is led by the technopathic Satori, and the host of AIs and VIs attracted by her understanding. While not physically imposing, her ability to scan foreign tech makes her a dangerous foe, along with her ability to manipulate foes with what she learns. Flaws are exploited. Personal data is used to deceive. As such, no one goes near her if they can avoid it.

  47. The Utsuho Forge => A space station designed by the oni to manage the instability of their home system's sun. Due to the interference of Moriya Labs, the controlling VI of the space station was blasted with gestalt energy and began redesigning the station to weaponize the sun's energy.
