To preface, the historical nation of race has been refuted by molecular biology, i.e there are no biological races. However, many/most humans continue to believe there are human races. Everything I say is from that point of view, while noting some measure of standard race talk ports over to cultural analysis.

So, to expound, whites have historically dominated blacks in the United States for a multitude of reasons, but one of them is that their culture featured higher rates of cooperation than the African communities, and later African-American communities they enslaved.

While hip hop music -- a kind of raw look into the masculine center of African-American cultures -- extols various basal male traits as the source of power, e.g. handguns, fighting, and aggression, these are actually weaker than those qualities used by white culture.
There, they focused to a greater extent on non-violence, communication to resolve conflict, legal systems, etc.
It for this reason, to an important extent, that white communities have been in a position to abuse black communities, rather than vice versa, to parrot Jared Diamond's central question in Guns, Germs, and Steel.
So, in recent times, hip hop has become the number one music genre and there's broader appreciation of these thug/masculine qualities, even though their inferior to the 'weak' values of cooperation in white communities. That is, black culture wishes to retain and amplify these values, to some extent.
At the same time, due to a reasonable amount of guilt on the part of white culture for enslaving and then abusing black culture, there has been a concerted effort to reduce white power so as to prevent future abuses, and to additionally compensate for historical losses.
The net result is that our society will shift towards black culture, which features a higher abundance of interpersonal conflict, aggression, and male dominance, which are a fundamental refutation of modernity's historical leftist/liberal goals and will lead to greater suffering for everybody.

This was offset, somewhat by the historical sources of white power I mentioned, but now we're disarming the emergent 'militaristic/community' powers of white culture.
Remember, African American culture is utterly terrible when it comes to gay rights and transgender rights.
Pete Buttigieg is pulling at 0% with African Americans, to a large extent, because he is a gay man.
