Pokedex:

-Only its upper lip can move, leaving a permanently plastered smile
-The moon on its chest matches the current moon cycle
-The moon on its chest begins to cycle rapidly if on a fast moving aerial form of transport
-It stores moon light in its tail to cast spell. Removing the entire tail leaves it helpless
-One of a few species able to speak human and still learn new attacks
-Tail doubles as a sash
-Dress is fur that has grown out
-Said to evolve from Heclate when it has achieved a number of years of knowledge or when one close to it is in grave danger
-Usually evolves too late to save the one it wants to protect, leading to people seeing it as an evil spirit instead
-Most are bitter about humans

Sun: Found under the light of a full moon, these Pokemon store the moon's rays to fuel their incantations later. The tail is the source of their power.
Moon: Said to evolve from Heclate when a loved one is in mortal peril, few manage to evolve in time. Their smiles hide immense pain.
