-
The SERVICE Directive IT Impact Forum aims at helping ALL the practitioners IN public sector working on the
- implementation of the "Point of Single Contact" (i.e. Art 8 of the SERVICE Directive and beyond) IN
- Europe TO meet and share their experiences, approach and knowledge, TO ASK and provide support. The community is
- open TO ALL interested stakeholders whether FROM European administrations, FROM public and private organisations,
- FROM SERVICE providers such AS SME. BY aiming at joining at this early phase of implementation, the needs of the
- public authorities and the desires of the SERVICE providers can meet.

-
The SERVICE Directive IT Impact Forum aims at helping ALL the practitioners IN
- public sector working on the IT implementation of the "Point of

-
· meet and share their
- experiences, approach and knowledge,

-
· ASK and provide support,

-
· focus on identifying the
- tasks needed beyond the "2009" deadline.

-
The community is open TO ALL those who are interested IN public SERVICE provision IN relation TO the Services
- Directive and who work WITH national and regional public authorities, industry, and a wide diversity of
- sectors /professions (stakeholders FROM European administrations, FROM public and private organisations, FROM
- SERVICE providers such AS SMEs). Joining the community at this phase of the implementation will help meet the
- needs of the public authorities AS well as the desires of the SERVICE providers.

-
Various technical ‘building blocks’ will help European UNION Member States,
- their agencies, and technical contractors TO CREATE the IT support necessary TO establish Points of
- Single Contact IN each country, and TO undertake the necessary administration and support TO
- ensure exchange of services throughout Europe.

-
Taking for granted that the necessary is done BY / IN Member States BY the 2009 deadline, topics IN
- this forum aim at reaching beyond.

-
This forum aims at identifying these various building blocks - but for this, we must get a CLEAR picture
- how a Point of Single Contact could look like IN 2020 - the ultimate implementation of the Point of
- Single Contact. Yes, I mean, what would be a \"science fiction\" scenario for an ideal PoSC?

- 2015-2020: future developments for the next generation of PoSC

-
IF one were TO think of a "science-fiction" scenario on the next
- implementation of the PoSC IN ten TO fifteen years, what would it look like?

-
...a burdenless and borderless workflow IN between a SERVICE provider and a PoSC (Point of Single Contact) IN
- any European Member State, probably.

-
IN ORDER TO achieve this, there are many issues TO solve and decisions TO make. This community aims at
- identifying these areas WHERE decisions should be made at a common European level.

-
Taking for granted that the necessary is done BY / IN Member States BY the 2009 deadline for the first
- implementation, our questions reach far beyond:

-
· TO which extent is this
- vision presented above correct? We ASK experts TO provide theirs...

-
· Are there more cross-border
- elements AS identified?

-
· How can back-office
- integration be achieved by Member States?

-
· What will be the next
- generation PoSC?

-
· How / TO whom does the
- PoSC dispatch the request directed TO the back-office?

-
· How does the PoSC check
- validity of the SERVICE Provider's request?

-
· Would a "PoSC
- ADMIN" (ie: a PoSC IN each Member State dealing WITH interaction among national systems) be a useful
- option TO treat validation of requests? (Administrative cooperation already done BY IMI)

-
· Would the PoSC link only TO
- PoSC ADMINs? Or TO Competent Authorities? Or TO National databases and systems? Or TO an EU level system?

-
· BY which technical
- means do the PoSC provide feedback on the validity of the request? (We already have the obligation for
- end 2009 TO send an acknowledgment of receipt).

-
· How should validation (or
- "green light") be communicated TO the SERVICE Provider?
