Soul Forge&Undercity

-Soul Forge&The Under-City.  The central authority in the usage of Soul powers, a faction dedicated to maintaining the safety and responsible use of it. They take large sums of money for their services to any faction in dealing with spirits and from the education of people in Soul use.
The Under-City exists directly below it. You will never find a more wretched hive of scum and villainy. A city of criminals, vile supernaturals, cursed spirit users and whatnot. It offers a more "interesting" take to Soul use, varying alterations, black market for forbidden soul spells and all of that. It is rumored even some Soul Directors visit it though.


[  History  ]   Soul Forge was formed when a follower of the Fourth Child formed the object which gave the name Soul Forge, an item assumed to be capable of forming a spirit with actual specifications, alter existing ones or even affecting the Flow. A tower was built to contain the Soul Forge and this tower was fortified with a large, orderly set of barracks and soon enough the people who served to defend it moved there. A massive realm, a city-state of size, only somewhat lesser than the Citadel was formed. Its name was chosen to be the same, Soul Forge. Soon after, the then only military faction started taking on other traits. It became an influential power in the region, and it even trained people, now not only in the military aspect of Soul using. They started teaching from the basis as soon as the Soul Arts Academy was formed. After this, it changed only barely.

The Under-City has been formed after the Soul Purge, where a purge of all cursed spirits that were known was carried out, and the remaining ones allying the Arachnian and Serpis supernatural species and escaping underground, building their hideout into an empty cavern, which then expanded as they formed the Under-City.

[  Economy  ]  From an economical standpoint, the Soul Forge is barely noticeable. They must occasionally act in behalf of other factions, such as the Citadel or the Conglomerate, to receive their support. Or of course, NOT act in behalf of a faction to receive the support of a stronger one. They do however, offer the standard for Soul use, its learning and dealings. It is the only "safe" option around and since quite a few people might want to go with it, adding to that the fact that the only thing required is money. (Whilst the White Legion would most likely never teach an outsider in their ways of using Heart to take an example of another case.)

The Under-City is a favored hideout of criminals and crime lords. Serving as the center of underground (literally and metaphorically) trade , it manages to gather quite a sum of money with each big gathering of less than lawful people.

[  Politics  ] The city of Soul Forge has a mayor who is selected by a vote from the citizens. The military arm, the Soul Users, Masters and Directors usually have one Director serve as their head. This one is the man or woman who most of the time bears the greatest power.

The Under-City has areas of it ruled over by different crime-lords. Some not at all occasionally.

[  Military  ]     At least one degree in one the five Soul Arts from the Academy is required for the entrance exam as a Soul User. It does not really go well. Actually having two arts is what might land one the job. A third art is mostly what is required to advance to the second level, Soul Master. Soul Manifestation and complete mastery of at the very least three arts, which mostly won't work well, and four are mostly needed. A large number of Soul users serve as public servants and the lower ranked soldiers. Soul Masters have the duty to control Users and assign them jobs, they also maintain higher positions in the military. They serve mostly as heads of administration as well. Soul Directors mostly deal with large scale issues while some manage education.

Powers: Soul is the primary power used. Body is a close second. Mind is rare, whilst Heart and Vision are barely known.
