If you are using a modern motherboards or CPU, Windows 10 x64 (W10 from now on) is your best option, no other OS is being officially fully supported anymore by the hardware manufacturers.

When installing W10:

1. Remove or disable any physical network connection, including any kind of WiFi.
2. Always chose Custom Install,
3. Check NO on all the crap Windows wants, in order to "improve your experience",

W10 will ask at least two times to establish a network connection, skip that until installation is complete and you run KMS...o, install anti-telemetry software, and disable all the telemetry and feedback options that Windows gives you access to.

Which solution?
Rename the " C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy " folder to
" C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy.BAK ".
End Task the Search tasks in Task Manager and then immediately Retry to rename, those tasks will start again right after you end them.

Be advised that Windows will change some of those values and settings by itself and without notice from time to time, especially when restarted. Windows will also turn the Virus Real-time Protection on every time it is restarted or updated, that is why Hibernate and Resume is preferable to Shut down or Restart.
