orcs vs hobgoblins

on the continent of Ithicar a conflict is brewing, hobgoblin have taken the ancestral home of the burningskull orc clan. and forced them to flee to the mountains toward the northeast from there battle after bloody battle has occured,  the hobgoblins  though eons above the orcs in technology, are losing their numbers faster than they can be replaced.

the orcs meanwhile, have forged a fortress even more impenetrable than their old home with natural fortifications preventing the hobgoblin from taking a decisive blow to their orcish enemies. even more alerting, is that the orcs have united and married into with the local mountain clans replenishing their numbers with interest

the surrounding states are aware of the dangers should one side win over the other. but they have no choice but to pick a side, with the orcs being a relatively lower threat, and the hobgoblins producing fine , disciplined mercenaries, the question is who?
