All Pokemon that are unevolved and capable of evolving in their debut generation (no Scyther, Chansey, Onix, Porygon)

Pikachu, Clefairy, Jigglypuff, Marill are allowed, but all "prior evolution" moves and Egg moves are banned. For Marill, only Azurill-exclusive Egg moves are banned. List of banned moves:

Pikachu: Bide, Charge, Charm, DoubleSlap, Encore, Follow Me, Present, Reversal, Sweet Kiss, Teeter Dance, Volt Tackle, Wish
Clefairy: Amnesia, Belly Drum, Charm, Icy Wind, Magical Leaf, Present, Splash, Sweet Kiss, Wish
Jigglypuff: Charm, Faint Attack, Fake Tears, Icy Wind, Perish Song, Present, Sweet Kiss, Tickle, Wish
Marill: Bubble, Charm, Encore, Refresh, Sing, Slam, Splash, Tickle

Metapod, Kakuna, Silcoon, Cascoon are also allowed.
