Trusted User Revamp

- If a person has an amount of messages over a certain threshold within a period of a month, this will be announced in Council.

- The Council will then vote on whether this person should be given the Trusted User role based on a judgement of trustworthiness. This should be based on levels on things such as warnings, toxicity and aggressiveness both on the TG/RI Discord, and on the ToS Forum.

- If a person does something notably untrustworthy, the Council will then discuss and vote on whether this warrants a removal from Trusted User.

- If a person with a Trusted User role has an amount of messages below a certain threshold within a period of 2 weeks, this will be announced in Council; if the user did not warn anyone about why they would be inactive prior to this announcement being given, they will be demoted.
