ROCKY:
Leader of the White Rascals. An ominous man who wears round sunglasses and a silver grille over his teeth. He relentlessly irons out those who hurt women, thoroughly monitoring their actions even after he teaches them a lesson. His weapon is a silver colored ornamental cane. As a child, he lost his mother and sister as a result of his father's domestic violence, so he will never forgive a man who hurts a woman. He doesn't show his emotions often, but women still trust him. He defeated the founder of DOUBT, Ranmaru, after a fierce battle. When the final battle against Kuryu begins, the members of Rascals are at a loss for words after being severely injured.

KOO:
White Rascals' number two man. He serves ROCKY like a butler. He always has a thin smile across his face and never breaks his polite demeanor and tone. He has great respect and affection for ROCKY and loves the Rascals team more than anyone, plotting to join the SMG members in joining the fray against DOUBT despite being 'off duty.' He is always impeccably styled and hates having his hair or clothes disheveled. At the time of the brawl with DOUBT, he is shown to possess a subtle sense of humor, such as telling the rushing Pi that he is 'off duty.'

KAITO:
Like Kizzy, he worked as security for DOUBT, but after meeting ROCKY, he withdrew from the scout group and now supports ROCKY. He met Kizzy when they were working as security for DOUBT and they became partners in both public and private, always acting as a pair. He is always silent, but in battle, opponents must keep a close eye on him. He believes in ROCKY's determination to protect women and has no qualms with entering the battle with the Kuryu Group.

AIZAWA, BITO, ENARI, SHIMURA:
The white-clad members of White Rascals. In contrast to the leader, they always act as a profane four-man group. They are deeply familiar with the maze-like downtown areas. They follow their targets on large white scooters. However, they also have their feminine sides.

HEIDI, MARCO, LASSIE, COSETTE:
One of the four young new members together referred to as 'SMG,' named after 'World Masterpiece Theater' (Sekai Meisaku Gekijou) which ROCKY watched with his mother when he was young. Their names also originate from the main characters of that anime. After the original Club HEAVEN was destroyed in the battle with the Kuryu Group, SMG are responsible for taking a pleasure trip with some of its women to scout out a new location for the club.
