Djibouti:

I could try doing gradual Democratic reforms do really in depth stuff with the economy and politics. Try and use foreign powers e.g. get the Chinese to give me something then the yanks do it. Utilize my strategic location. Modernize my military. Use the fact that 95% of ethopias exports go through there.

Try and do gradual Democratic reforms pledge to stop cracking down on opposition party's. Then very slowly make elections more fair keep a very powerful executive with limited power of legislature

 (maybe make the legislature more of an oversight and accountability house with the executive having almost all the power and long terms. However the legislature would have power to start investigations on executive and royal commission type power. Could remove the executive, sorta a reverse of a standard Democratic country)


Democratize slowly, start by promising democracy and outlining a plan after protests that resulted from the internet. Do it over 10-15 years start with freeing up the media to allow discussion of what the country should become however keep direct cristicm not allowed. Start a discussion with the opposition Unions, women's groups, youth. Start to build a constitution. Maybe 5 years in have a freeish legislature election but not a presidential one. Then have it so the people and the president have to learn with the legislature. Then slowly move towards a free presidential election. Prioritys during this period will be the military and Intel and making them loyal to the state not the president. Change the oath and training to be loyalty to the new constitution. Maybe tear down the Intel organizations and rebuild them.


Try and become more and more self sufficient in all areas, defence, energy, training. Try and get a national  science center going.  Try an become world leaders in one thing.

•  make China pay more for there base.
•  keep building my defence industry via small arms and licensed production of things

• maybe use my location as a launch site for the Chinese?
• maybe get a native private space launcher
• get mine laying capacity
• get advanced SAMS
• maybe do horn bridge
• try and get fast internet
• get a welfare state going
• establish Djibouti Defense corporation (DDC) to do local manufacturing and design try and become like a mini South Africa. Do ammo, rifles, T-62 upgrade
• keep monies pinned to US dollar (maybe move to euro?)
