The GTA draft has been active since 2331.  As the Terran-Vasudan war entered Year Ten, humanity's disenchantment with its first interspecies conflict reached new extremes.  Ten years of war weariness had eroded the population's support for the struggle, requiring institution of mandatory service measures.  Horrific losses suffered during the Shivan advance demanded an even larger injection of personnel.

Like all conscription efforts, the draft has been controversial.  Outlying systems claim the draft disproportionately targets colonial populations. Before Operation Thresher, the Geneva Survey showed that approximately 18% of the eligible men and women in Sol were conscripted, while nearly 40% of the military-age population of Antares was in the armed forces.  This lopsided mechanic worsened after the loss of Sol - the GTA is now entirely reliant on the colonies at a time when the local governments need their citizens for reconstruction efforts.

With Sol gone, the GTA has lost a fundamental pillar of authority and legitimacy.  With rumor spreading of Antares' preparations for autonomy, we must consider the implications of fleet personnel sympathizing with a secessionist movement.  We cannot afford a fifth column as long as Ozymandias remains a threat.
