Either: - Get OoB in the lower zora's river area
Or:     - Get OoB in upper zora's river and then swim down to lower river in the OoB water to load it

Then:
- Swim OoB up to the higher zora's river area without loading it
- Climb up the ladder
- Jump into zora's domain (no waterfall since it's unloaded)
