Look, I said no and I meant no. We don't have tyrannitars eating mountains either, and we don't have thunder armor. That is also technically canon. I am familiar with the pokemon and I know what bulbapedia is and frequently use it when deciding on starter choices. Almost all of its pokedex entries bar one state that it can understand human speech; not that it can speak it, and not that it is telepathic. The anime has also had electricity affecting ground types, which is not something we do here either.

 Examples go on and on, but the bottom line remains that we have our own canon because this is not Kanto/Johto/Hoenn/Sinnoh/Unova/Orange Islands/Fiore/Almia/etc etc etc, and that canon applies to all pokemon unless otherwise stated in one of our special cases threads, which while they are not set it stone, stand. I chose to exclude lapras because its telepathy is something like thunder armor -- a one or two shot thing that is irrelevant the rest of the time. Besides, Jane Goodall was really intelligent and not telepathic; Stephen Hawking is possibly even more highly intelligent and still isn't telepathic.

Beyond all of that, the bulbapedia page also specifies that [i]some[/i] lapras could do such things. Some as in the special ones in the anime, and not as in every member of the species or the majority of the species.  I'm sorry if you don't like it, but this is the way things are done here: not everything from the anime happens here and we have our own set of rules that keep things running smoothly by applying to every pokemon.
