April 24 (Interfax) - A district court of Montana has obliged the director of The Ranch for Kids for underprivileged children to obtain a license to implement programs of alternative upbringing of teenagers and to let in inspectors, the press office of Russian children's rights commissioner Pavel Astakhov said on Wednesday.

  444. "Owner of the Ranch for Kids, Joyce Sterkel, is obliged to receive a relevant license to implement private programs of alternative upbringing of teenagers and at the same time to provide documents for all employees," the press office said in a statement obtained by Interfax.

  446. The statement said that the court had also obliged the ranch executives to let in inspectors of regulatory and monitoring bodies of Montana to the orphanage and to pay legal fees of $25,000.

  448. "Not fulfilling these demands before May 20 will lead to closing the Ranch. According to lawyers, Joyce Sterkel could appeal, but, the ranch's activities will be frozen until the appeal is considered.   454. It was reported on April 22 that the Russian Foreign Ministry's commissioner for human rights, democracy and rule of law, Konstantin Dolgov, tweeted that Moscow expected the U.S. State Department to assist in organizing a consular visit of Russian diplomats to the Ranch for Kids.

In June 2012, the Russian delegation could not gain access to the Ranch for Kids in Montana, where in particular, Russian children, from whom their U.S. adoptive parents have been refused parental rights, lived. According to the information of Russian diplomats, children faced serious issues at the Ranch and there were even cases of children escaping.
