  1. Here's my raw notes and train of thought when coming up with the solution to this puzzle. It, uh, sure is a thing.

(THERE IS A HUUUUUGE LOGIC ERROR IN THIS ONE, IT'S SMALL APTS AND BREWERIES THAT NEED TO BE KEPT FROM SYNERGY, WHEAT FIELDS ARE FINE EXCEPT WHEAT FIELDS CAUSE BREWERIES TO SYNERGY, AND THEN THE MAXIMAL SOLUTION BREAKS DUE TO EXCESSIVE ORGANIC WASTE. A fixed solution is to... replace two of the first-floor Breweries with Anaerobic Digestors. The minimal solution is still valid due to economy of (lack of) scale.)
