  1. Introduction

  3. This guide will provide the _(thuglife pd)) with basic policies on proper police procedure. Please direct any questions to Sergeants and above.
  4. Basic Police Conduct
  5.  
  6. Always keep weapon lowered when there is no threat. (Hit L-CTRL twice)
  7. Always be respectful to civilians and other officers.
  8. Always follow server rules and police procedures.
  9. Always stay in character.
  10.  
  11. Probable Cause
  12.  
  13. Probable Cause is justified and reasonable evidence that a person has been committing crimes and/or participating in illegal activities.
  14.  
  15. Probable Cause gives officers permission to search a suspect and any vehicles they have keys for (whether they are primary owner or not.)
  16.  
  17. If you do NOT have probable cause, you need the civilian's consent before you can search them and/or their vehicles.
  18.  
  19. Probable Cause IS:
  20.  
  21. Seeing a person(s) or vehicle(s) in an Illegal Area.
  22. Seeing a civilian that is on the wanted list (With a bounty of $2,500 or more).
  23. Someone with Grand Theft, Attempted Auto theft charges
  24. Individual(s) having illegal weapons/vehicles.
  25. Suspect(s) evading arrest.
  26. Witnessing a civilian self-incriminate (they admit to possessing contraband, committing a crime etc.)
  27. Seeing an RV emitting Smoke
  28. Seeing a person purposely offroad and attempt to drive around manned LSPD, checkpoints. (Doing an 180 turn to avoid a checkpoint is not probable cause.)
  29. Someone currently in the process of committing a Grand Theft or has committed a Grand Theft but has no charges.
  30. Someone spotted by the federal reserve cameras
  31.  
  32. Probable Cause IS NOT:
  33.  
  34. Seeing a vehicle on a highway or NEAR an illegal area.
  35. Seeing an RV NOT emitting Smoke
  36. Being told by a civilian that someone else is doing something illegal.
  37. Seeing a civilian across the street from the drug dealer.
  38. Knowing that a civilian has committed crimes in the past.
  39.  
  40. Grey Areas:
  41.  
  42. Unfortunately, gray areas comes with the game and must be approached with legitimate role-play.
  43. If you are ever unsure as to whether or not you have probable cause, ask a senior officer. If one is unavailable and you cannot get a definitive answer, assume you don’t have probable cause to search.
  44. Remember: It’s better for one criminal to get away, than for officers to overstep their bounds and violate the rights of the citizens of Altis.

  46. For example, you see a vehicle on a road to/from an illegal area. This does not give probable cause. HOWEVER, you may pull them over and question them. You may also ask to search them or the vehicle.

  48. If they give consent, you may search their vehicle.
  49. If they refuse, you are not allowed to search.

  51. Witness Types
  52.  
  53. Direct Witness
  54.  
  55. If you witness a crime being committed then you gain probable cause on the suspect(s).
  56.  
  57. Eye Witness
  58.  
  59. If a civilian provides intel about a crime, it is difficult to determine the legitimacy of such a claim and therefore this does not automatically give probable cause. Gather as much evidence as possible and move forward.

  61. Relayed Witness
  62.  
  63. A relayed witness is another officer giving you their first-hand information on a situation. Proceed with Direct Witness at this point.
  64. Confronting Criminals
  65.  
  66. One of your primary duties as a police officer will involve handling civilians on the Wanted List. There are several important points to remember when approaching a civilian who is wanted:

  68. As a Police Officer your primary weapon is your VOICE. You must always speak first and use your weapon second.
  69. ALWAYS announce yourself as a police officer when confronting a suspect, ie “LSPD, can I speak with you? If possible, try to identify you suspect by name to get their attention.
  70. Always speak with a suspect before restraining. Never run up behind a suspect and restrain them without first making verbal contact.
  71. If a suspect flees, you are allowed to use non-lethal force to stop them.
  72. If a suspect requests to speak with a superior officer, you MUST respect their request and get in contact with a senior officer. If one is not available then you may proceed with your duties.

  74. Searching
  75.  
  76. You are allowed to search a civilian (and any vehicles they have keys for) if one of the following criteria is met:

  78. You have probable cause
  79. You are given consent by the civilian in question.
  80.  
  81. If you do not have probable cause you may ask an individual if you can search their person and/or vehicle. If the individual gives you consent, you are free to search them and their vehicle. Obviously, if they have something illegal on them, they may not consent. Even though you may suspect they have illegal substances, you cannot search them without their consent or probable cause.

  83. If you have probable cause you may search an individual and their vehicle(s) without their consent. Just always be sure that you have probable cause before searching. If you are ever unsure, ask a superior!
  84. Ticketing
  85.  
  86. The _(thuglife pd) has a ticket first, jail second policy. Meaning, you should always attempt to give the suspect a ticket for their crimes.

  88. Below are a few procedures you should follow when giving tickets:

  90. You will find that many civilians may decline the first ticket you give and request to be sent to jail, only to change their mind at a later point. While it is acceptable to give them another chance to pay the ticket, do not give a civilian more than three chances to pay a ticket. If they refuse the third attempt to pay the ticket, take them to jail. At this point, they are only stalling and wasting your time.
  91. Always check the wanted list first and issue a single ticket for all charges. For example, you see a civilian shoot and kill another player. After restraining them you issue them a $5,000 ticket for the manslaughter. They pay the ticket and as you are about to un-restrain them, you realize they are on the wanted list for multiple other charges. You CANNOT keep them detained or re-ticket them. It is your responsibility to check the charges BEFORE issuing the ticket.
  92. Civilians have the right to skip the ticketing process and go immediately to jail
  93. Before issuing a ticket, Cadets should always confirm with a higher ranking officer that the ticket price is correct.

  95. Arresting

  97. After the refusal to pay a ticket, you may take a suspect to jail. This is done at the nearest Police HQ.

  99. When you arrive at the Police HQ, inform them why they are being sent to jail. (Keep in mind, if they request a higher ranking officer at this point, you still MUST request a senior officer. However, the senior officer does not need to comply if they are busy or too far away.)

  101. At this point you may send them to jail and collect the bounty.
