  1. The Silver League's purpose is to both to exist as a safe haven from hacked-in Pokémon and to encourage creativity among its players. However, the Champions' League Tournament has gained a reputation to be infested with popular and OU-tier Pokémon, going against the League's philosophy. And while there exist arguments for both sides, it was clear something needed to be done; however, the current decision of denying Elite Four runs based on the general rating of the winner's team is both an opening for bias and unfair denial of passage. In lieu of this solution, Odds and I have created a potential way of both making the CLT less stagnant and introducing new Pokémon into the CLT's selection of usable Pokémon. The suggestion? Seasonal rulesets.

  3. Springing from various VGC and SL tournament ideas, CLT Seasons would occur in time with real-world seasons (Winter, Spring, Summer, and Autumn) and bring varied rulesets each time in order to decrease the stagnancy within the game. A 1-year example could be:

  5. December-January-February 2017/2018 CLT Ruleset:
  6. -Removal of Species Clause in December
  7. -Ginune War 1 ruleset in place for January (no claiming Legendary Pokémon, though)
  8. -FEBRUARY WILL NEVER HAVE EXTRA RULESETS

  10. March-April-May 2018 CLT Ruleset:
  11. -No Island Deities or Ultra Beasts in March
  12. -Full Item clause and a 3 OU limit in April
  13. -No Pokémon may share a type in May
  14.  
  15. June-July-August CLT Ruleset:
  16. -Only Pokémon in UU or below in June
  17. -No Entry Hazards, Screens, Recovery (excluding items), or Protect-like moves in July
  18. -No Mega Evolutions, Z-Moves, or pseudo-Legendary Pokémon in August
  19.  
  20. September-October-November CLT Ruleset:
  21. -SEPTEMBER WILL NEVER HAVE EXTRA RULESETS
  22. -No set-up moves or stat-raising Abilities (including Sand Rush-like Abilities) in October
  23. -No Pokémon may have a stat above 120 in November
  24.  
  25. Other possible rulesets:
  26. -No Legendary Pokémon [all Mythical, Legendary, UB, and Tapu]
  27. -Mega Evolutions cannot be OU or BL
  28. -A team must have 1 RU or below Pokémon
  29. -No Leftovers, Black Sludge, or Rocky Helmet
  30. -1 of each Choice item is required on every team
  31. -No status-inducing moves [Toxic, Sing, etc.]
  32. -Monotype teams only
  33. -Anything Goes tournament
  34. -No Pokémon may use STAB
  35. -No weather or Terrains
  36. -etc.

  38. In addition, all CLTs will have the top 10 most-used Pokémon in the OU tier banned from usage (Ubers tournaments, barring Ginune War ones, will also have the top 10 Ubers removed from play). This rule is not applied in February or September.

  40. The removal of extra rules in February and September serve the following purposes:
  41. 1) As an experiment: "Will people spam OU at the first chance they get, or be more creative due to the influence of these rules?"
  42. 2) As a breather. We cannot 100% bar Smogon play; that defeats the purpose of SL being competitive
  43. 3) As a test to see how players use their experience to thrive in the "official" competitive metagame

  45. These rulesets are to help increase creativity and make CLTs more interesting to watch to the viewers on the streams and YouTube. Varying the rulesets also means the higher-skilled players will consistently come out on top while also allowing people who have strengths other than standard OU singles to have more of a chance.
