Neal got his start flying at a young age, and was soon recruted by AEGIS to engage in harrasement attacks against whoever they tell him to. He's very good at this, with his specialty of hacking to confuse the target, and the swooping in to take what he can.

Privateer - Neal robs ships, steals goods and runs off into the sunset, or whatever bright object happens to be nearby in space. However, he does it because AEGIS asks him to, so it's ok. The people he steals from don't really see it this way.
