1: Go to https://www.dclibrary.org
2: Create a fake Account
3: Using Washington DC Address (use fake address generating sites: or use this one

4: Put a Washington DC Phone No. (Use disposable phone number sites for US phone number)
5: Put a fake Mail ID (use mail.com or gmail...temp mail might not work)
