By joining the UTC you agree to use one of your actions per turn to advance to building of another players monument. This is the basis for the UTC to allow players to corporate and build monuments with ease. This is decided with a simple repeating list at the start with each player deciding the monument they wish to build and the person being named the current President of the UTC
