The Upper Platform connects via Myomeric UCC to ships that are docking in order to communicate information.
The whole place is completely cutoff from outside connection by seemingly every manner, and from 30 meters down, an antenna then extends when it needs to communicate. The Facility is maintained or has prisoners dropped off, and brought to it every month.
