With PBN links, I would not be bothered about lack of traffic really. With "real" guest posts I would though.

I would go for these metrics for the PBN
TF>20+
PA/DA>40
A TF>20+ would generally mean it has lesser chances of a spam, and a better chance of a good domain linking back to that domain.
A high Moz score also indicates a valuable link is linking back to that PBN, and should be considered as well.
Anything lower than these, I wouldn't bother, as those are just general links that do not do anything, unless in an extremely large bulk.

The metrics are weak, there's zero traffic. It's expensive and not worth the price.
