Misaka Sisters - Lightspeed Lightning

The Misaka *Sisters'* lightning moves at the speed of light. Since they use a less potent version of Mikoto Misaka's Electromaster powers, Mikoto should have similar capabilities.

Additionally, this description is given in a fight with Accelerator as opposed to Touma, which lends credence to the lightning moving at the lightspeed as opposed to it being Touma's misunderstanding of lightning's speed.
