Pastis is over at a desk in the corner, apparently going through paperwork. Some bright-ass albino motherfucker is carrying a platter full of snacks to the couch when he notices you. "Oooh! Guests! Guys~! They're heeeere~!"

- Apollo approaches the supposedly meeting place door, noticing that it is unlocked he walks through the threshold. "Erm, hello?" He casually peeks in before eyeing Pasty in the corner. "So I've made it to the right place, thank goodness. I had to grab a few supplies on my way here, was not expecting such a long line down at the market." He turns toward yellow headed fucker, and nods his head in greeting.

- "Thanks a lot, I'm gonna go out on a limb and say you got picked up by the recruitment crew as well?" He raises his right up to signal a handshake. "I'm Apollo, pleased to meet you."

It bounces off the side and into the floor. "Damn...missed again. Oh, right! See, the real reason we're doing this is 'cause, and this is confidential, we're kinda in a state of governmental collapse here. Nobody gives a damn about us! It's all mindless TV shows and giantly intimidating men playing sports and stuff. None of which we sponsor. We're in hot water here. Like I'm talking liquid tungsten level. We're so close to going under, we're already planning out how to breathe water!"

- "It never really crossed my mind how our government structure is in the hole, a massive one by the sounds of it. It was brought up between Mr. Pastis and I... I agree with the solution of a League, there are a lot of growing prospects to come from it."

- "If you want proof of how much of a shoestring budget we're working on here, THAT GUY was the highest-ranking official they could afford to appoint to this project. Mull that over in your head for a moment."

- "So more or less what I said, huh? Yeah, I figured as such. So, first thing's first, how do you plan on pulling all this off with the constraints you're working with?"

- "Well, first off, we;re going to hire the cheapest people we can find, who have no real ties to anyone that we can't control, and make THEM do all the work."

- "How would you suggest we reel people into helping? I'm sure job oppurtunities would be nice, but can we as the government provide with compensation?" He ponders another though, " But given that we personally asked makes me feel at least we've accomplished something enough to be relatively noticed."

- "After that, it's pretty simple. You hunt down candidates, publicize them, get them well known, and we'll crowdfund their campaigns! That's a big thing right now, people throwing money at stuff that in no way benefits them."

- "You did. But, I'm going out on a limb here, and assuming that none of you have any experience participating in an actual League?"

- "Yes, yes, whatever. Can't say I'm very well versed in arranging silly little auditions and propaganda routines..."

- "These silly auditions decide your future. You work for the government...what state of being would you be in, were it to flounder?"

- "Participating experience is something I lack, I have watched the format and some battles on streams before, but I'm sure that it is much different than being there live."

- "Nor have I participated in one of these leagues. I'm not experienced in battle for simple sport. What I am experienced in, however, is my specific set of skills, of which I have honed to perfection over the years. So putting that to use, I couldn't help but hear there's some... rather open opposition to this campaign, no?"

- "Not, like, an ACTUAL League. I've gone through a bunch of mock ones the guys and I set up, though..."

- "Of course. And this Region, unlike my own, has no Ranger association to protect it. Or hinder it, as the case sometimes is..."

Power was a main component, but each Gym was designed to put an aspect of the Trainer to the iron. One leader thrust them into a robbery to see how they'd react...cowards failed automatically."

Trayli runs the trains all over the Region, I'm head of the research lab, Ailbe keeps the peace with wild Pokemon, Levon and Rowurke further education...you get the gist of things. In Regions like Kanto, Leaders do practically nothing other than act as figureheads for their Gyms, and their own personal hobbies. Consider which end of that spectrum you want to be on."

- "A regulation, preliminary test? A very general course or setup could possibly work. The gym establishment can be handled post-test if they are qualified enough. I can't imagine setting up a gym theme on our own and then signing people up to run a premade gym, instead of a Leader stepping up to take reigns for what their vision could entail..."

- Following Forin's discussion lead, "I think incooperating culture will be a must in Tudari, we hold our cultures very dearly and having them implmented as Gym themes may ease some opposers who want to hold the idea very closely."

- "Dunno, I always figured gyms were more straightforward than all that 'testing for personal character' stuff, no offense. Not everyone going into the league challenge is necessarily going to be able to handle those deeper issues, or want to deal with em in the first place."

- "What happens if they don't have the same stance as whoever's running the gym, do they just automatically lose?"

- "Hmm... that is a pretty good point." More scribbling into the notepad, he scratches his head.

- "You'd need to exert some modicum of control. The reason Iornia's League functions the way it does is so that it can better Trainers to succeed the Leaders, enter the Ranger Association, and protect the Region in times of need."

- "I hear there's another reason, as well, but I'm not privy to it."

- "Yeah, but testing for personal character would certainly be a lot more amusing. What if there was just a gym that like, lit on fire or something?"

- "We don't exactly have an anti-crime/terrorist group in Tudari, right? Who would we call in time of urgent need?"

- As a sort of meta thing - I know Smash and YGO do this, and since Pokemon battling here is an analogue to them, remember that they often get venues to allow them to host their big tournaments on their premises(YGO regionals are often at warehouses or event expos that typically hold things like picnics or parties). Nick might know of something like that, depending on how involved he is
