Of course he trains with Neo, but can you imagine trying to figure out how strong you are when the person you're training with is so far ahead of your level?

What I'm trying to say is – we haven't seen how strong Professor Jaune Arc is at the moment, he beat Cardin (and as much as it was a gimmick – it was still a crushing win) – so he's clearly stronger than canon Jaune. So he can't beat five Ursa alone, but he hasn't had a chance to show what he can do 1v1 a Grimm. Jaune isn't aware of his own strength either, all he sees is himself losing to Neo and thinks "Man I'm weak." - but he hasn't actually seen how Neo is compared to others her age.
