- All non-contracted 1998 drivers are available

- Ricardo Zonta and Dario Franchitti are unavailable, due to their transition to F1

- Rubens Barrichello, Jan Magnussen, Jos Verstappen, Ricardo Rosset, Shinji Nakano, and Esteban Tuero have transitioned from F1 to CART

- Nick Heidfeld, Tomas Enge, Gonzalo Rodriguez, and Stephane Sarrazin are transitioning from F3000

- Christiano da Matta, Tarso Marques, Memo Gidley, Luiz Garcia Jr, Andrea Montermini, Oriol Servia, Naoki Hattori, and Shigeaki Hattori are rookies from another motorsports background

- Andre Ribeiro, Raul Boesel, Richie Hearn, Mark Blundell, Mauricio Gugelmin and Arnd Meier are drivers with previous CART experience who didn't drive in 1998

- All 1998 IRL drivers are available

- All 1998 Le Mans Prototype 900 drivers are available
