The definition of neoteny is the retention of juvenile features well into adulthood. A simple way to quantify neoteny is by comparing the average adult face to the average child face of a particular ethnicity. I suppose we can assign scores on how close the two average faces are for each ethnicity. The score will be derived from averaging differences in the height of nasal bridge, mandible width, etc., between the child and adult averages.
