Opl's model creator not launching

Hi, I'm trying to run opl's model creator, but it was not launching. I followed steps on the page, yet it was not working. So, I put the command into windows command, and got this message:

Error: Unable to access jarfile Model Creator.jar

Any help on this would be greatly appreciated.
