I think
from relating 2D to 3D in a weird way
if someone's just down backing in 2D that's similar to defensive movement in Tekken
and to beat that you always walk up and do stuff in 2D so dash forward into buttons in Tekken
and if they do a reversal like a dragon punch in 2D
it's the same thing as someone doing a hopkick in Tekken
except much less invincible
and I can beat that out in both 2D and 3D by just moving away and whiff punishing them myself

sometimes the direction matters, but you can still step a lot of moves.
the only thing you can not step which applies to all characters is a d4(crouch kick)
