What the most likely reason is for this card being blocked is that these systems may have detected activity with this card that had suggested it may have been compromised or stolen. These systems aren't necessarily saying the customer is attempting a fraudulent purchase but that his card may have been used fraudulently elsewhere so all of his charges are being blokced across the Stripe network for this card.
