- also um I'm not just a secretary I

- actually am a firefighter I work up at

- um um I'm up at the heights now actually

- sorry so um I am here representing our
- 0:49
- Union on behalf of this subject
- 0:52
- obviously I'm sure many of you know that
- 0:54
- like George said we've had a lot of
- 0:56
- trials and tribulations in the city
- 0:58
- recently um and and I've been hearing
- 1:02
- from some citizens you know we've had
- 1:04
- discussions just with people I've come
- 1:06
- across that they think that we may just
- 1:09
- not want this headquarters or we don't
- 1:12
- like whatever is coming out of City Hall
- 1:14
- that with regard to us because we are at
- 1:16
- odds with the mayor currently and that
- 1:19
- is 100% not true um we would like
- 1:22
- nothing more than a new headquarters
- 1:24
- because if anybody has either walked in
- 1:27
- our our um current headquarters or if
- 1:29
- you've seen any of our media that we
- 1:31
- Post online is in bad shape and we would
- 1:34
- we are desperate need of the
- 1:37
- headquarters that being said
- 1:40
- um we do not stand behind the debt
- 1:43
- exclusion that is being um brought to
- 1:45
- the citizens because for several reasons
- 1:49
- um mostly because what is being rolled
- 1:51
- out and what the debt exclusion would be
- 1:53
- paying for is a severely inadequate um
- 1:56
- design plan for our headquarters for our
- 1:59
- department
- 2:00
- um we feel as a union that like we can't
- 2:03
- in good conscience ask citizens to pay a
- 2:05
- $30 million for a 30 million dollar
- 2:08
- building that doesn't even meet basic
- 2:10
- needs of our department um and sadly it
- 2:14
- it doesn't meet our needs mostly because
- 2:17
- we were completely excluded from the
- 2:19
- process to to design this um the
- 2:22
- building
- 2:25
- um actually they specifically um did
- 2:28
- they specifically said that we were not
- 2:30
- allowed to be involved in the process
- 2:33
- even though in the within the department
- 2:34
- the people that are living in the
- 2:35
- building we came together we formed a
- 2:37
- committee we discussed the needs of the
- 2:39
- department and you know what we needed
- 2:41
- as a department going forward to be able
- 2:43
- to grow and um and support you know the
- 2:46
- citizens as the city grows around us and
- 2:49
- they like I said they completely
- 2:51
- disregarded anything we had to say they
- 2:54
- never asked for our opinion and they
- 2:57
- actually told the old Chief uh Chief the
- 2:58
- former Chief fredman that he was not to
- 3:01
- let us know any information that he had
- 3:03
- about this building
- 3:04
- so um when we did finally get a seat
- 3:07
- with with the um Chief of Staff back uh
- 3:10
- last summer to discuss what was going on
- 3:13
- we were told that they were getting
- 3:14
- ready to Greenlight a project um because
- 3:17
- they thought it was wonderful so we got
- 3:19
- a chance to take a peek at what was
- 3:20
- going on and we found a building that it
- 3:24
- it didn't it wasn't um capable of
- 3:27
- supporting any growth within our like
- 3:29
- within our department at all like I said
- 3:31
- we weren't going to be able to add any
- 3:32
- more companies that you know could do
- 3:35
- extra um you know with extra skills or
- 3:38
- anything like that it was only what was
- 3:40
- currently there we also found a building
- 3:43
- that was going to have um rooms that
- 3:47
- were we call them dual occupancy So
- 3:50
- currently we live in um rooms that I we
- 3:52
- sleep in bunk rooms with multiple people
- 3:54
- like it's you know like summer camp um
- 3:57
- so this building was getting built and
- 3:59
- we were actually going to be sleeping in
- 4:00
- rooms together again I don't know if any
- 4:02
- of you go home with your co-workers and
- 4:03
- sleep with them but it's it's a little
- 4:06
- strange
- 4:10
- um I know
- 4:13
- sorry
- 4:15
- um but that's just been the way it's
- 4:17
- been at the fire service and that's
- 4:19
- that's fire service Nationwide it it was
- 4:21
- always like that in the past but
- 4:22
- obviously times are changing things are
- 4:24
- changing we have women we have um you
- 4:27
- know all walks of life want to be
- 4:28
- firefighters now which is is great and
- 4:30
- it's nice to see you know departments
- 4:31
- diversifying so that being said we need
- 4:33
- to be able to accommodate that and the
- 4:36
- building design that we had been shown
- 4:37
- last summer actually didn't accommodate
- 4:39
- that and um it was actually to me
- 4:43
- personally it was it was a little
- 4:45
- upsetting um and that was down to
- 4:47
- bathrooms uh bunk rooms showers locker
- 4:50
- rooms everything so everything was going
- 4:52
- to be like a shared space so um one of
- 4:56
- the other big concerns that we had as
- 4:58
- you know the fire unit had was when the
- 5:00
- police station went up I'm sure all of
- 5:03
- you knew that all that ended up going in
- 5:05
- a space that was where our former
- 5:07
- training Tower was in we were very upset
- 5:10
- about losing our training Tower um there
- 5:13
- I mean we posted about it everywhere and
- 5:15
- I think we picketed and everything but
- 5:17
- um so we were promised especially by
- 5:19
- this mayor that and we were promised by
- 5:21
- the former mayor that we were going to
- 5:23
- get a training Tower and when we saw the
- 5:25
- design plan for the new headquarters
- 5:27
- what we found was it was nothing more
- 5:29
- than a stairwell and they were calling
- 5:30
- it a a training Tower um for us training
- 5:33
- Tower our old training Tower we could
- 5:35
- actually burn we could you know light
- 5:37
- things on fire in it and put it out like
- 5:39
- the way we would do um in your in in
- 5:42
- regular homes this training Tower was
- 5:45
- like I said it was just a stairwell and
- 5:46
- it was actually a a means of egress so
- 5:49
- the rest of the building would be using
- 5:51
- that to enter and exit the building and
- 5:53
- um that is actually you can't can't call
- 5:55
- that training grounds if it's a means of
- 5:57
- EAS they have to be separate so we were
- 5:59
- rather upset when we saw the
- 6:01
- design um we you know brought these
- 6:03
- concerns up with the the chief of staff
- 6:06
- she brought them to the mayor they
- 6:08
- seemed
- 6:09
- surprised um and then uh they kind of
- 6:12
- went back to the drawing board
- 6:15
- and from then on we actually were not
- 6:17
- allowed again not allowed to do any any
- 6:19
- planning weren't allowed to talk about
- 6:21
- our needs so when we got another plan
- 6:24
- that was um kind of brought To Us by
- 6:25
- Chief fredman in early or late last year
- 6:30
- it again fell very short so we're
- 6:32
- missing space for for
- 6:36
- um we're missing storage space we're
- 6:38
- missing space to be able to add more
- 6:41
- pieces of apparatus so the department
- 6:43
- could grow we were missing space to add
- 6:45
- more um members of the department and
- 6:49
- again there were other shortcomings as
- 6:52
- far as um bathroom space Locker space
- 6:54
- things like that and um so you know we
- 6:59
- obviously are not happy with this plan
- 7:02
- aside from not being happy with the plan
- 7:04
- we were told the reason why this plan
- 7:06
- couldn't be any better than it was was
- 7:08
- because the budget that the city had set
- 7:09
- aside was $30 million and that they
- 7:11
- couldn't spend another dime more than
- 7:13
- the 30 million that they had so we were
- 7:17
- like okay if that's that's it we'll
- 7:19
- we'll try to work with this and we you
- 7:20
- know we walked around with the
- 7:21
- contractor we tried to you know we tried
- 7:24
- to make it work and then we found out
- 7:26
- that this debt exclusion was coming out
- 7:28
- and now we're finding out that the debt
- 7:30
- exclusion is actually for the entire 30
- 7:31
- million that um for the entire $30
- 7:35
- million project so our question for the
- 7:38
- city was why what happened to the money
- 7:41
- that you budgeted originally and if
- 7:44
- there was shortcomings in the in the
- 7:45
- budget that you had why wasn't if there
- 7:47
- was going to be a debt exclusion why
- 7:48
- weren't you asking for extra money
- 7:50
- excuse me extra money to be able to
- 7:52
- maybe make that happen maybe make you
- 7:55
- know meet the needs of the department
- 7:56
- we're not asking for luxuries we're just
- 7:58
- asking for basic in within the the um
- 8:01
- the headquarters and it's it's actually
- 8:05
- shocking to us to see that the city is
- 8:06
- not planning to spend a single Dollar on
- 8:09
- this building and they're asking all of
- 8:10
- our citizens just to foot the whole bill
- 8:13
- and so because of all of these things we
- 8:17
- 100% don't want to see our citizens be
- 8:20
- impacted by this and then to turn around
- 8:23
- and actually know that the Project's
- 8:25
- also going to have some severe
- 8:26
- shortcomings and we are it's not going
- 8:28
- to fit the needs of the department so
- 8:30
- you know we're asking we're asking
- 8:32
- people to vote no on this
- 8:35

- we obviously like we George said we've
- 8:47
- had a tough year um we don't have a lot
- 8:49
- of communication with the with the
- 8:51
- city um and so you know these questions
- 8:55
- really we don't really have an
- 8:56
- opportunity to ask these questions sit
- 8:58
- down and talk to them we we did have
- 9:00
- conversations we did talk about things
- 9:02
- that were going to be changed and then
- 9:03
- we were told that we that we were to be
- 9:06
- excluded from that on our former Chief
- 9:08
- told us that he was at he was
- 9:09
- specifically told that we were not
- 9:11
- supposed to be told about these things
- 9:13
- so unfortunately we can't even help try
- 9:15
- to make make this better so
- 9:18
- um other than just the fact that there's
- 9:21
- just so many shortcomings we we really
- 9:24
- we we do not stand behind this tax
- 9:26
- increase at all um and we're asking all
- 9:28
- of you to to to vote no on
- 9:30

- it we've had I've had a couple of people

- reach out asking us to come in in
- 9:39
- support of the tax increase and I've
- 9:41
- emailed back um I'm a little better when
- 9:44
- I have a little little bit Ah Head Start
- 9:45
- and be able to write it all down and
- 9:47
- edit what I have to say so um I had
- 9:49
- emailed back a couple of people and or
- 9:52
- one woman specifically at one of the
- 9:53
- schools and explained why we couldn't
- 9:56
- you know we weren't in support of this
- 9:58
- and I we didn't I didn't even get so
- 10:00
- much of a as a thank you for your time
- 10:02
- so um because we weren't supporting it
- 10:05
- you know nobody was interested in in why
- 10:07
- we aren't supporting or I shouldn't say
- 10:09
- nobody that specific person was not
- 10:11
- interested in why we weren't supporting
- 10:12
- it um so we feel like it's necessary
- 10:14
- that we want to get out there as to why
- 10:16
- we don't support it but at the same time
- 10:18
- it's a little difficult just because the
- 10:20
- current climate to to do so without
- 10:22
- sounding like we're just a bunch of
- 10:23
- angry people we just don't like anything
- 10:26
- um so if anybody does have any questions
