  20. union secretary for the firefighters I'm
  21. 0:37
  22. also um I'm not just a secretary I
  23. 0:40
  24. actually am a firefighter I work up at
  25. 0:43
  26. um um I'm up at the heights now actually
  27. 0:45
  28. sorry so um I am here representing our
  29. 0:49
  30. Union on behalf of this subject
  31. 0:52
  32. obviously I'm sure many of you know that
  33. 0:54
  34. like George said we've had a lot of
  35. 0:56
  36. trials and tribulations in the city
  37. 0:58
  38. recently um and and I've been hearing
  39. 1:02
  40. from some citizens you know we've had
  41. 1:04
  42. discussions just with people I've come
  43. 1:06
  44. across that they think that we may just
  45. 1:09
  46. not want this headquarters or we don't
  47. 1:12
  48. like whatever is coming out of City Hall
  49. 1:14
  50. that with regard to us because we are at
  51. 1:16
  52. odds with the mayor currently and that
  53. 1:19
  54. is 100% not true um we would like
  55. 1:22
  56. nothing more than a new headquarters
  57. 1:24
  58. because if anybody has either walked in
  59. 1:27
  60. our our um current headquarters or if
  61. 1:29
  62. you've seen any of our media that we
  63. 1:31
  64. Post online is in bad shape and we would
  65. 1:34
  66. we are desperate need of the
  67. 1:37
  68. headquarters that being said
  69. 1:40
  70. um we do not stand behind the debt
  71. 1:43
  72. exclusion that is being um brought to
  73. 1:45
  74. the citizens because for several reasons
  75. 1:49
  76. um mostly because what is being rolled
  77. 1:51
  78. out and what the debt exclusion would be
  79. 1:53
  80. paying for is a severely inadequate um
  81. 1:56
  82. design plan for our headquarters for our
  83. 1:59
  84. department
  85. 2:00
  86. um we feel as a union that like we can't
  87. 2:03
  88. in good conscience ask citizens to pay a
  89. 2:05
  90. $30 million for a 30 million dollar
  91. 2:08
  92. building that doesn't even meet basic
  93. 2:10
  94. needs of our department um and sadly it
  95. 2:14
  96. it doesn't meet our needs mostly because
  97. 2:17
  98. we were completely excluded from the
  99. 2:19
  100. process to to design this um the
  101. 2:22
  102. building
  103. 2:25
  104. um actually they specifically um did
  105. 2:28
  106. they specifically said that we were not
  107. 2:30
  108. allowed to be involved in the process
  109. 2:33
  110. even though in the within the department
  111. 2:34
  112. the people that are living in the
  113. 2:35
  114. building we came together we formed a
  115. 2:37
  116. committee we discussed the needs of the
  117. 2:39
  118. department and you know what we needed
  119. 2:41
  120. as a department going forward to be able
  121. 2:43
  122. to grow and um and support you know the
  123. 2:46
  124. citizens as the city grows around us and
  125. 2:49
  126. they like I said they completely
  127. 2:51
  128. disregarded anything we had to say they
  129. 2:54
  130. never asked for our opinion and they
  131. 2:57
  132. actually told the old Chief uh Chief the
  133. 2:58
  134. former Chief fredman that he was not to
  135. 3:01
  136. let us know any information that he had
  137. 3:03
  138. about this building
  139. 3:04
  140. so um when we did finally get a seat
  141. 3:07
  142. with with the um Chief of Staff back uh
  143. 3:10
  144. last summer to discuss what was going on
  145. 3:13
  146. we were told that they were getting
  147. 3:14
  148. ready to Greenlight a project um because
  149. 3:17
  150. they thought it was wonderful so we got
  151. 3:19
  152. a chance to take a peek at what was
  153. 3:20
  154. going on and we found a building that it
  155. 3:24
  156. it didn't it wasn't um capable of
  157. 3:27
  158. supporting any growth within our like
  159. 3:29
  160. within our department at all like I said
  161. 3:31
  162. we weren't going to be able to add any
  163. 3:32
  164. more companies that you know could do
  165. 3:35
  166. extra um you know with extra skills or
  167. 3:38
  168. anything like that it was only what was
  169. 3:40
  170. currently there we also found a building
  171. 3:43
  172. that was going to have um rooms that
  173. 3:47
  174. were we call them dual occupancy So
  175. 3:50
  176. currently we live in um rooms that I we
  177. 3:52
  178. sleep in bunk rooms with multiple people
  179. 3:54
  180. like it's you know like summer camp um
  181. 3:57
  182. so this building was getting built and
  183. 3:59
  184. we were actually going to be sleeping in
  185. 4:00
  186. rooms together again I don't know if any
  187. 4:02
  188. of you go home with your co-workers and
  189. 4:03
  190. sleep with them but it's it's a little
  191. 4:06
  192. strange
  193. 4:10
  194. um I know
  195. 4:13
  196. sorry
  197. 4:15
  198. um but that's just been the way it's
  199. 4:17
  200. been at the fire service and that's
  201. 4:19
  202. that's fire service Nationwide it it was
  203. 4:21
  204. always like that in the past but
  205. 4:22
  206. obviously times are changing things are
  207. 4:24
  208. changing we have women we have um you
  209. 4:27
  210. know all walks of life want to be
  211. 4:28
  212. firefighters now which is is great and
  213. 4:30
  214. it's nice to see you know departments
  215. 4:31
  216. diversifying so that being said we need
  217. 4:33
  218. to be able to accommodate that and the
  219. 4:36
  220. building design that we had been shown
  221. 4:37
  222. last summer actually didn't accommodate
  223. 4:39
  224. that and um it was actually to me
  225. 4:43
  226. personally it was it was a little
  227. 4:45
  228. upsetting um and that was down to
  229. 4:47
  230. bathrooms uh bunk rooms showers locker
  231. 4:50
  232. rooms everything so everything was going
  233. 4:52
  234. to be like a shared space so um one of
  235. 4:56
  236. the other big concerns that we had as
  237. 4:58
  238. you know the fire unit had was when the
  239. 5:00
  240. police station went up I'm sure all of
  241. 5:03
  242. you knew that all that ended up going in
  243. 5:05
  244. a space that was where our former
  245. 5:07
  246. training Tower was in we were very upset
  247. 5:10
  248. about losing our training Tower um there
  249. 5:13
  250. I mean we posted about it everywhere and
  251. 5:15
  252. I think we picketed and everything but
  253. 5:17
  254. um so we were promised especially by
  255. 5:19
  256. this mayor that and we were promised by
  257. 5:21
  258. the former mayor that we were going to
  259. 5:23
  260. get a training Tower and when we saw the
  261. 5:25
  262. design plan for the new headquarters
  263. 5:27
  264. what we found was it was nothing more
  265. 5:29
  266. than a stairwell and they were calling
  267. 5:30
  268. it a a training Tower um for us training
  269. 5:33
  270. Tower our old training Tower we could
  271. 5:35
  272. actually burn we could you know light
  273. 5:37
  274. things on fire in it and put it out like
  275. 5:39
  276. the way we would do um in your in in
  277. 5:42
  278. regular homes this training Tower was
  279. 5:45
  280. like I said it was just a stairwell and
  281. 5:46
  282. it was actually a a means of egress so
  283. 5:49
  284. the rest of the building would be using
  285. 5:51
  286. that to enter and exit the building and
  287. 5:53
  288. um that is actually you can't can't call
  289. 5:55
  290. that training grounds if it's a means of
  291. 5:57
  292. EAS they have to be separate so we were
  293. 5:59
  294. rather upset when we saw the
  295. 6:01
  296. design um we you know brought these
  297. 6:03
  298. concerns up with the the chief of staff
  299. 6:06
  300. she brought them to the mayor they
  301. 6:08
  302. seemed
  303. 6:09
  304. surprised um and then uh they kind of
  305. 6:12
  306. went back to the drawing board
  307. 6:15
  308. and from then on we actually were not
  309. 6:17
  310. allowed again not allowed to do any any
  311. 6:19
  312. planning weren't allowed to talk about
  313. 6:21
  314. our needs so when we got another plan
  315. 6:24
  316. that was um kind of brought To Us by
  317. 6:25
  318. Chief fredman in early or late last year
  319. 6:30
  320. it again fell very short so we're
  321. 6:32
  322. missing space for for
  323. 6:36
  324. um we're missing storage space we're
  325. 6:38
  326. missing space to be able to add more
  327. 6:41
  328. pieces of apparatus so the department
  329. 6:43
  330. could grow we were missing space to add
  331. 6:45
  332. more um members of the department and
  333. 6:49
  334. again there were other shortcomings as
  335. 6:52
  336. far as um bathroom space Locker space
  337. 6:54
  338. things like that and um so you know we
  339. 6:59
  340. obviously are not happy with this plan
  341. 7:02
  342. aside from not being happy with the plan
  343. 7:04
  344. we were told the reason why this plan
  345. 7:06
  346. couldn't be any better than it was was
  347. 7:08
  348. because the budget that the city had set
  349. 7:09
  350. aside was $30 million and that they
  351. 7:11
  352. couldn't spend another dime more than
  353. 7:13
  354. the 30 million that they had so we were
  355. 7:17
  356. like okay if that's that's it we'll
  357. 7:19
  358. we'll try to work with this and we you
  359. 7:20
  360. know we walked around with the
  361. 7:21
  362. contractor we tried to you know we tried
  363. 7:24
  364. to make it work and then we found out
  365. 7:26
  366. that this debt exclusion was coming out
  367. 7:28
  368. and now we're finding out that the debt
  369. 7:30
  370. exclusion is actually for the entire 30
  371. 7:31
  372. million that um for the entire $30
  373. 7:35
  374. million project so our question for the
  375. 7:38
  376. city was why what happened to the money
  377. 7:41
  378. that you budgeted originally and if
  379. 7:44
  380. there was shortcomings in the in the
  381. 7:45
  382. budget that you had why wasn't if there
  383. 7:47
  384. was going to be a debt exclusion why
  385. 7:48
  386. weren't you asking for extra money
  387. 7:50
  388. excuse me extra money to be able to
  389. 7:52
  390. maybe make that happen maybe make you
  391. 7:55
  392. know meet the needs of the department
  393. 7:56
  394. we're not asking for luxuries we're just
  395. 7:58
  396. asking for basic in within the the um
  397. 8:01
  398. the headquarters and it's it's actually
  399. 8:05
  400. shocking to us to see that the city is
  401. 8:06
  402. not planning to spend a single Dollar on
  403. 8:09
  404. this building and they're asking all of
  405. 8:10
  406. our citizens just to foot the whole bill
  407. 8:13
  408. and so because of all of these things we
  409. 8:17
  410. 100% don't want to see our citizens be
  411. 8:20
  412. impacted by this and then to turn around
  413. 8:23
  414. and actually know that the Project's
  415. 8:25
  416. also going to have some severe
  417. 8:26
  418. shortcomings and we are it's not going
  419. 8:28
  420. to fit the needs of the department so
  421. 8:30
  422. you know we're asking we're asking
  423. 8:32
  424. people to vote no on this
  425. 8:35

  430. we obviously like we George said we've
  431. 8:47
  432. had a tough year um we don't have a lot
  433. 8:49
  434. of communication with the with the
  435. 8:51
  436. city um and so you know these questions

  438. really we don't really have an
  439. 8:56
  440. opportunity to ask these questions sit
  441. 8:58
  442. down and talk to them we we did have
  443. 9:00
  444. conversations we did talk about things
  445. 9:02
  446. that were going to be changed and then
  447. 9:03
  448. we were told that we that we were to be
  449. 9:06
  450. excluded from that on our former Chief
  451. 9:08
  452. told us that he was at he was
  453. 9:09
  454. specifically told that we were not
  455. 9:11
  456. supposed to be told about these things
  457. 9:13
  458. so unfortunately we can't even help try
  459. 9:15
  460. to make make this better so
  461. 9:18
  462. um other than just the fact that there's
  463. 9:21
  464. just so many shortcomings we we really
  465. 9:24
  466. we we do not stand behind this tax
  467. 9:26
  468. increase at all um and we're asking all
  469. 9:28
  470. of you to to to vote no on
  471. 9:30

  474. it we've had I've had a couple of people

  476. reach out asking us to come in in
  477. 9:39
  478. support of the tax increase and I've
  479. 9:41
  480. emailed back um I'm a little better when
  481. 9:44
  482. I have a little little bit Ah Head Start
  483. 9:45
  484. and be able to write it all down and
  485. 9:47
  486. edit what I have to say so um I had
  487. 9:49
  488. emailed back a couple of people and or
  489. 9:52
  490. one woman specifically at one of the
  491. 9:53
  492. schools and explained why we couldn't
  493. 9:56
  494. you know we weren't in support of this
  495. 9:58
  496. and I we didn't I didn't even get so
  497. 10:00
  498. much of a as a thank you for your time
  499. 10:02
  500. so um because we weren't supporting it
  501. 10:05
  502. you know nobody was interested in in why
  503. 10:07
  504. we aren't supporting or I shouldn't say
  505. 10:09
  506. nobody that specific person was not
  507. 10:11
  508. interested in why we weren't supporting
  509. 10:12
  510. it um so we feel like it's necessary
  511. 10:14
  512. that we want to get out there as to why
  513. 10:16
  514. we don't support it but at the same time
  515. 10:18
  516. it's a little difficult just because the
  517. 10:20
  518. current climate to to do so without
  519. 10:22
  520. sounding like we're just a bunch of
  521. 10:23
  522. angry people we just don't like anything
  523. 10:26
