                                    Lawful Decree by Shei of the Sher line

I here by forth claim this land under the name, and ancestry of the genus of Capra.
The land is wild and no longer tame, much like our world. However I promise you safety and liberty within its dark shroud.

This is the dawn of a new Kingdom. I led you here and as your shepherd I am deserving of some authorities.
The goats of this new era will require leadership. I have only know this world for 15 years. In that time I have been
anointed through the obscure arts of magick, under the feared Aliester Crowley's supervision, the watchful eyes of some loner Gods,
and my own personal trial and error. My knowledge of the arcane is exceptional.
I have convorted with dignitaries, perused the deepest catacombs of Hearthome's libraries and with an intimacy bordering on fetishism
observed the politics of both Hearthome and Mr'uthgar granted my Master was approving. Beyond the comfort of City walls
I have wrestled many dark forces, felt the crushing glower of God and on multiple occasions stood at death's door stoop.
My Wisdom transcends my years

In these dark times, this tribe requires my guidance.
So.. I have fashioned an order of 8 tenets we will for now on labor under.

First and Foremost

Slavery in all its forms are prohibited, as far as the realm of Capra stretches, the inhibition of any person's freedom
outside the confines of a mutually agreed upon contract or within reasonable cause to detain offenders of the law, is prohibited.
And with the highest scorn we will derive in bitter memory. The generations spent grooming our kin for shackles,
Whereupon our subjugators scanned us for the dullest horns. The grief, still looms like an irreverant antipathy for the castration of our
generation's gumption. May it culminated our repressed anger and strike down any who dare break what will be our most sacred of laws.
I only make one exception, I make it narrowly and out of necessity. In the case of demons I and my twelve apostles are to be the sole judges
for these new creatures. And hold the power to reign them under the law.

I can conjur flowers, grass like barely or wheat, herbs of any selection, The fruits of my garden are plenty. It would only take a lift of my hoof to sow an
acre pregnant with food. Granted they must be cared for less they die from neglect. An obligation I expect from you.
Thus, There is no need to hunt or gather. However this is as much a curse as it is a blessing. I will not have your horns stay dull.
In such a perilous world complacence is the greatest disease, accompanied by its brother nihilism.
Take up craft, create many professions, Imbue our city with our ancient culture with tapestries, armors and architecture.
Even lock horns and play your bouts. We shall have a grand colosseum for such contests.
Never let your mind list. Less your horns grow dull and the stagnant air of serfdom waft in once more.
For this reason the symbol of our Country will be of Horns and Cornucopia. Our flag will have this emblem, and it will be flown with pride.

In addition we must fortify our kingdom for security against the harsh world.
In the face of threats that parade our earth, and the unseen conspiracies that lurk above and below us we must erect a wall with a ward for every mile of brick.
We should train every kid from the day their joints are no longer brittle, to lock horns and do battle. Never should a Goat be caught frozen in a fight.
I would like our most seasoned warriors, if any exist among us to step forward now. And I will anoint you with the holy duty of training our militia.

Second to this tenet, I will select twelve Goats of the most magical potential to be my acolytes. They will be an elite class, groomed to protect and provide for
the tribe with the same abilities I have honed. I would like every Goat born in the season of Reverie
to vist me soon after. I will only be considering goats within the ages of 8 and 20. I hope you are prepared for a dark journey to the soul.

May the eldest and wisest of our Tribe please step forward now.
You will be our counsel that will delegate legislature. Let all disputes of legal contension be settled in your courts. And the conclusions of
each case will be remembered in our Law
Secondly, you also have the responsibility of passing down wisdom from our culture. May you make our ancestors proud of us and us proud of our Ancestors.

of the 50 half-demons among us, be neighborly unto them. They are the claws of our empire and as part of the first generation of our Kingdom they
Are to be considered honorary Goats. I have seen demons in their true habitat in Circadia. They are able to form cohesive bonds and maintain a society.
Though a feral demon is dangerous. I and my apostles will handle any wild demons and deem whether they are fit for our society or to be made into compost.

As our Kingdom grows in fortitude I am sure others will hear of the fortune of Capra. Welcome those who seek refuge, whether griffon or sheep.
And grant them access to the grounds of our kingdom.
But remember they are not of our kind. To Goats they come second. Do not lay with them or give them beds. The satyr folk may make their own nests at the fringe.
In our society we must demand respect and monitor new people with caution. The only exception is for a Goat. May all goats eventually find their way to our home.

There is a holy mission I am here for. At the center of this kingdom in the palace garden is a Tree of Sapphen planted by myself.
One day it will tower the earth and pierce the heavens. Unto the moon it will descend on its pearly floor. Until then my time and effort not devoted to the new Kingdom will be devoted to its growth

Finally, I must bestow you holy duties.
There are obligations to deities and ancients we must honor. Without them we would not be here afterall.
You will give thanks with food to King Neo Advent and Queen Nova every day of slavery that coincides with the season of sackcloth. They are the former rulers of Vadahara. May they watch over us and permit our stay.
You will send prayers of gratitude to Sh'harel every time you are filled with a sense of pride for our new country.
You will give thanks through prayer to the Spider Buiwong every other Day of slavery. Without him none of this would be possible.
I will commission for a statue of Buiwong and Sh'harel to be erected. And former statues of Vadahara's old King and Queen will be restored.
And you will pray to me. I am your Shepherd, without me there is not doubt the majority of this tribe would not have survived Accorsia.
hence.. if you are ever scared for your kin pray to me, if you find yourself in the hostile company pray to me, If you are afraid of the the dark pray to me.
For any trouble that inspires you with fear, pray to me.

I am your shepherd Shei-Sher, I will serve this Tribe until the day I expire. It fills me with tumultuous glee to welcome you all to Kingdom Capra.

{Societal Structure}
Kingdom Capra - Goats, Half-Demons, Demons; Ruler: Shephard Shei-Sher

The Elder Counsel: A counsel of the eldest and wisest goats with the objective to protect the spirit of nationalism,
settle disputes within a court, and conduct legislature accordingly. The Elder Counsel holds authority over everyone, save for Shei-Sher who may contest their decisions

Apostles of Goetia: The twelve goats selected by Shei-Sher to undergo training in occult magick. In addition to these twelve students the followers of Buiwong that have accompanied the Tribe for this long are given the same status. Their function is to be an elite vanguard specialized to handle demons. Are also a portal for understanding between the public and the dark arts. They will be encouraged to share their knowledge with common goats.
They will be taught by Volkama and also trained for military operations.
The military is split into squadrants of demons which are helmed by an Apostle. With Volkama overseeing everyone.

Demons of Goetia: The half-demons and demons of Kingdom Capra which comprise the military. Volkama is the appointed Chief of the military, in charge of directing
operations. Amy Thest is the appointed High priestess, responsible for teaching the demons to controls themselves and soothing demons that have lost control.

Public Realm: These are the goats that do not fall into a specific category. They are farmers, militia, architects, common goats, etc.

Satyr Beds: The areas lie at the fringe of the city. This is where refugees and foreigners may dwell and make their life. It is illegal for a satyr (non-goat) to sleep anywhere that is not within the Satyr Beds.

Naraka: This area constitutes the region that lay immediately before the Wall of Kingdom Capra, outside the City limit. This is where unincorporated demons and angels are stayed. All things feral live here, and beings whether demon or Angel that wish to live amongst the Capra must stay near the wall and show their devotion through fasting and praying to Shei-Sher.
