The first time Shiro slings a familiar arm around Zuko's shoulder and pulls him close, he rears back and seethes like an affronted cat because his first instinct is self-preservation and that manifests as aristocratic arrogance of how dare you be so presumptuous even when every part of him wanted to lean into that touch

Shiro's not tripping all over himself to apologize, he's just got this little wrinkle to his brow and a rueful smile as he says, like Zuko is the crazy one here, "You just... Looked like you needed a hug, that's all."
It's not until Shiro spreads his arms out, offering instead of demanding, that Zuko finally allows himself to want and steps close, stiffly at first, but bit by bit, moment by moment, the tension eases and he more or less collapses into Shiro's grasp, trying to remember the last time since he's ever gotten a hug from somebody
