  1. -1. The forum rules take precedence over the game rules at all times. This rule can not be modified at any time for any reason, because it is not part of the game; it is part of not getting people banned.
  2.
  3. Primary Rules
  4. 0. All rules must be followed, unless they have been repealed.
  5. 1. The game will start 24 hours after the opening post of this topic, or when 5 players have joined, whichever is later. Before the game starts, anyone may join simply by posting in this topic that they wish to do so.
  6. 2. A player who joins the game is added to the bottom of the player list. A player who leaves the game has their name struck out on the player list; if they later rejoin, the strikethrough will be removed.
  7. 3. Unless otherwise specified, each player gets one (1) vote per poll, and may apply it to any option presented. They may change their vote at any time before the poll ends.
  8. 4. Primary rules may not be modified, except by changing them to secondary rules.
  9. 5. Turns last at most 24 hours, unless an extension is granted. If necessary, turn length as specified in this rule may be changed at any time by the game creator. If necessary, the game creator may grant an extension of any length at any time for any reason.
  10. 6. Unless otherwise specified, a vote lasts until the end of the turn during which it was called, or until a majority of half the possible votes plus one is reached, whichever is earlier. If a vote ends by the passing of time, the largest plurality will be the result, unless otherwise specified. A vote may not last longer than the turn during which it was called.
  11. 7. The first player or group of players to satisfy a win condition specified by a rule will win the game. When this happens, all non-winning players will lose the game and the game will end.
  12. 8. Any player who satisfies a lose condition specified by a rule loses the game and may no longer participate in any way unless otherwise specified. They may still post in the thread.
  13. 9. A player who has left the game by any means is considered to have lost unless and until they rejoin the game.
  14. 10. If two or more rules (or two or more clauses within the same rule) conflict, precedence is determined by the first applicable item on the following list:
  15. -Primary rules take precedence over secondary rules.
  16. -If a rule specifies within its text that other rules take precedence over it, the specified rules take precedence. Precedence granted this way may be conditional.
  17. -Rules that repeal other rules take precedence over the rules they repeal.
  18. -If a rule specifies within its text that it takes precedence over another rule and uniquely identifies that rule, it takes precedence over the rule thus specified.
  19. -More specific rules take precedence over more general rules. If it is unclear which rule is more specific, they are assumed to be equally specific.
  20. -Rules with lower numbers take precedence over rules with higher numbers.
  21. -Older rules take precedence over newer rules.
  22. -Rules listed higher on the rule list take precedence over rules listed below them.
  23.
  24. Secondary Rules
  25. 11. New players may not join the game once it has started unless a rule provides a mechanism for doing so.
  26. 12. Current players may leave the game at any time, for any reason. They may not rejoin unless a rule provides a mechanism for doing so.
  27. 13. Unless otherwise specified by a rule, anyone may post in the game thread at any time, even if they are not playing.
  28. 14. On a player's turn, they may do one (1) of the following:
  29. -Call a vote to pass a new secondary rule of their creation.
  30. -Call a vote to modify an existing secondary rule in a manner they specify.
  31. -Call a vote to change a primary rule to a secondary rule.
  32. -Call a vote to repeal an existing secondary rule. Repealed rules are struck out on the rules list and no longer apply under any circumstances.
  33. -End their turn.
  34. 15. When a player's turn ends, it becomes the turn of the active player immediately below them on the player list. If there is no such player, it becomes the turn of the highest active player on the player list.
  35. 16. Newly-proposed rules must be given a number equal to the lowest natural number that has not yet been used for this purpose in the current game. If that number can not be determined, the rule will be given the number one greater than the highest-numbered rule currently in effect. This number is tied to that rule until the end of the game, even if the rule is not passed.
  36. 17. If there is only one player left in the game and that player can prevent any new player from joining, that player wins the game.
