budgets with targets

budgets are to be determined by the value of the ship.
what we do is use a shipbuilding program to determine value any ship under 2000 points should be budgeted at 1 to 1.5bil.
with a high value target for example a fg or dns or bt or cr the budget would be 8bil means 4 people would join in with the board.
all pays out require a p1 to over see and must be able to prove how much turns you used in order to get paid out and 10 percent of your payout is taken off to go to the faction.
