[Crystal G2RC] Explanations & leaderboard

Pokémon Crystal - Gen 2 Routing Challenge (2nd edition)

(inspired by Exarion's routing challenge for Gen 1 & simplifying my Gen 2 Routing Challenge attempt)

GOAL :
- This community project is based upon working out which starters would be the fastest to complete Pokémon Crystal.

ROM MODIFICATIONS :
- The starter is modified to be the one of your choice. The middle Pokéball in Elm's Lab is modified (originally Totodile)
- Starter gets FFFF DVs, or convenient values allowing AI/HP manip (or in simpler words, great stat combination that is likely to suit your route the most)
- Cherrygrove Mart allows you to buy Repels & Route 31/32 are modified to only encounter Poliwag/Bellsprout respectively. This mimics the potential future RNG manipulations that could be discovered.
- Douglas stuck in order to always be dodged (since it's exclusively random-related)

NOTES :
> Nothing forbids you to run your own modified ROM with more suitable changes (such as all spinners are stuck to be dodges, etc).
  You just have to specify the additional changes you provided to your ROM.
> If you desire a specified ROM to be created for you, you can create it yourself bu using the Randomizer tool with any ROM available in the Mega folder, or you can ask me to create it and add it to the Mega folder with the desired stats (mostly for Hidden Power manipulation)
