step 1 : get this stuff
    5 - gold nuggets
    2 - multi-chip module IIs
    2 - bricks of quick-mold plastic
    1 - borocarbide cone
    3 - spools of brass wire
    1 - superconductor ring
    1 - diamond
    1 - +2 implant
step 2 : put that stuff in a electronics workbench and have massive expertise in both craft and science (28-30 total).
step 3 : craft the +3 implant and you're done (unless you burned all the stuff, then go back to step 1).
Note : +3 implants also give -1 to another stat and cannot be stacked with +1 and +2 implants of the same stat.
