How to bypass apt not installing packages

  5. 20 packages can be upgraded. Run 'apt list --upgradable' to see them.

So how to bypass this, all you do is (for parrot users, start anonsurf, then open terminal, and run the update command, will work fine) Other deb users, add a system proxy, then run command in terminal. I don't know another fix other then reinstalling. If i find a perm fix, i will update this paste.
