- I am writing to express my concern regarding Ireland’s support for the European Union's proposed CSA Regulation (ChatControl) for mass scanning of all private communications, without any suspicion or warrant. While I recognize the importance of protecting children from online exploitation, I believe this proposal is not the right solution and could have serious negative consequences.
- There are three primary reasons I urge you to reconsider supporting this proposal:
- 1. Ineffectiveness in Protecting Children: The ChatControl proposal, while well-intentioned, will not effectively safeguard children from harm. Encryption is essential for online privacy and security, and undermining it will not solve the complex issue of online child exploitation. Instead, we should focus on education, law enforcement collaboration, and tools that directly address abuse without compromising encryption.
- 2. Threat to Privacy: Privacy is a fundamental right that all individuals should enjoy, and ChatControl’s broad surveillance measures threaten this right. By weakening or bypassing encryption, the proposal exposes all users to potentially unwarranted scrutiny. Any form of mass surveillance infringes on the privacy rights of law-abiding citizens and sets a dangerous precedent for future legislation.
- 3. Cybersecurity Risks: Weakening encryption, as the proposal suggests, undermines the cybersecurity of all users, businesses, and institutions. Strong encryption protects personal data, financial information, and communications from malicious actors. Introducing vulnerabilities into secure communication systems will make everyone more vulnerable to cyberattacks, data breaches, and exploitation by criminal organizations or hostile state actors.
- For these reasons, I request that Ireland withdraw its support for the ChatControl proposal. We can work toward a safer digital environment for children while upholding the rights to privacy and security that are fundamental to all individuals.
