Its not good idea in my opinion and i would not do it for any money site that i plan to work with long-term. Maybe you could use that content only if you rewrite it or if you steal it for some PBN sites, Web 2.0s..

It'd be better if you keep an eye on the competitor's site and wait for it to be expired. Once it's expired, you can own the domain yourself and recover the penalty. Contents are all yours then!

I steal content on a daily basis. I have never gotten in trouble and all my sites rank. I just make sure it shows as mostly unique. People on here will scream copyright this bad idea that... don't listen to all that crap. If anything happens and the creator of the content wants it down, they have to first send you a letter asking you to remove it.
